[82] The legislative package, adopted on 24 October 2003, consists of three proposals: a proposal for a Directive of the European Parliament and the Council on access to justice in environmental matters (COM(2003)624); a proposal for a Regulation of the European Parliament and of the Council on the application of the provisions of the Aarhus Convention on access to information, public participation in decision making and access to justice in environmental matters to EC institutions and bodies (COM(2003)622); a proposal for Council Decision on the conclusion, on behalf of the European Community, of the Convention on access to information, public participation in decision making and access to justice regarding environmental matters (COM(2003)625).

Des mesures devraient être prises au niveau de l’Union et sur le plan international en vue de renforcer et d’améliorer l’interface entre science et politique et l’engagement des citoyens dans le domaine de l’environnement, notamment en désignant des hauts conseillers scientifiques, comme cela a déjà été fait par la Commission et certains États membres, ou en faisant meilleur usage des institutions ou des organes spécialisés dans l’adaptation des connaissances scientifiques à des fins de politique publique, comme les agences environnementales nationales, l’Agence européenne de l’environnement et le réseau européen d’information et d’observation de l’environnement (EIONET).
Steps should be taken at Union and international level to further strengthen and improve the science-policy interface and citizen engagement, such as through the appointment of Chief Scientific Advisors, as already done by the Commission and some Member States, or by making better use of institutions or bodies specialising in adapting scientific knowledge for public policy, such as national environment agencies and the European Environment Agency, as well as the European Environment Information and Observation Network (EIONET).

Le projet REMAS – projet sur trois ans financé par le fonds LIFE Environnement de l'Union européenne et mené par l'agence britannique pour l'environnement, l'agence écossaise pour la protection de l'environnement, l'Institute of Environmental Management and Assessment du Royaume-Uni et l'agence irlandaise pour la protection de l'environnement – s'est achevé en mai 2006.
The REMAS project, a three-year project funded by the EU LIFE Environment Fund, and carried out by the UK Environment Agency, the Scottish Environment Protection Agency, the UK Institute of Environmental Management and Assessment and the Environmental Protection Agency in Ireland, was concluded in May 2006.

Non-governmental organisations active in the field of environmental protection which meet certain criteria, in particular in order to ensure that they are independent and accountable organisations that have demonstrated that their primary objective is to promote environmental protection, should be entitled to request internal review at Community level of acts adopted or of omissions under environmental law by a Community institution or body, with a view to their reconsideration by the institution or body in question.
