5. Points out that, according to the audit report by the Court of Auditors, payments made in 2012 relating to certificates of acceptance of costs issued by the Member States' NFAs amounted to EUR 7,3 million, which represents 43% of total operational payments; is concerned that, according to that Court of Auditors' report, the Joint Undertaking received audit reports from the NFAs covering approximately 45% of the costs relating to completed projects, that the Joint Undertaking did not assess the quality of those audits, that, by the end of April 2013, the Joint Undertaking had not received information on the audit strategies of all NFAs, and that the Joint Undertaking was therefore not in a position to assess whether ex post audits provide sufficient assurance as to the legality and regularity of the underlying transactions;

10. prend note que la Commission réalisera une évaluation de l'activité d'Artemis jusqu'à la date de création de l'initiative technologique conjointe ECSEL, conformément au règlement (CE) nº 74/2008 du Conseil portant établissement de l'entreprise commune Artemis, évaluation qu'il y a lieu de prendre en considération dans la décharge de l'exercice 2014;
10. Takes note that the Commission will carry out an evaluation to assess the ARTEMIS activity up to the date of the ECSEL JTI creation, as provided for in Council Regulation (EC) No 74/2008 setting up the ARTEMIS Joint Undertaking, to be considered for the discharge for the financial year 2014;

34. Invites the Court of Auditors to comprehensively analyse the JTIs and the other joint undertakings in a separate report in light of the substantial amounts involved and the risks- notably reputational - presented; recalls that the Parliament has previously requested that the Court of Auditors draw up a special report on the capacity of the joint undertakings, together with their private partners, to ensure added value and efficient execution of Union research, technological development and demonstration programmes; claims that such assessment has an urgent character in what considers ENIAC and Artemis Joint Undertakings.

Recalls that the Artemis and ENIAC Joint Undertakings were set up in December 2007, under the Seventh Framework Programme for a period of 10 years for the development of key competences for nanoelectronics and for the development of key technologies for embedded computing systems, respectively; notes that Artemis started to work autonomously in October 2009 and ENIAC was granted its financial autonomy in July 2010;

The 13 institutions and bodies inspected were the Artemis Joint Undertaking, the Clean Sky Joint Undertaking, the Committee of the Regions, the Council of the European Union, the ENIAC Joint Undertaking, the European Anti-Fraud Office, the European Commission, the European Defence Agency, the European Economic and Social Committee, the European External Action Service, European Parliament; the Fuel Cells and Hydrogen Joint Undertaking and the Innovative Medicines Initiative.

La Commission européenne a approuvé aujourd'hui le rapport établi par un groupe d'experts indépendants qui appelle les entreprises et les États membres de l'UE à renforcer leur soutien aux initiatives ARTEMIS et ENIAC, deux partenariats public-privé (qui ont pris la forme d'entreprises communes) pour la recherche collaborative dans les domaines de la nanoélectronique et des systèmes intégrés (très utilisés dans l'industrie automobile, mais aussi dans les téléphones intelligents, les centrales électriques et d'autres applications). Les experts ont conclu que le modèle actuel de partenariat est bon pour les entreprises, bon pour les États membres et bon pour l'Europe. Cependant, ils ont aussi estimé que l'UE et les États membres doivent fournir davantage de ressources financières et que les entreprises doivent faire preuve d'un engagement plus marqué en faveur d'une stratégie européenne pour que le potentiel d'ARTEMIS et d'ENIAC puisse se réaliser pleinement. The European Commission has today endorsed a report by a panel of independent experts which calls on EU industry and Member States to reinforce their support for ARTEMIS and ENIAC, two public-private partnerships (established as Joint Undertakings) for collaborative research in the fields of nanoelectronics and embedded systems (used widely in cars, smart phones, power plants and elsewhere. The experts concluded that the current partnership model is good for industry, good for Member States, and good for Europe. However, they also found that more financial resources are needed from EU Member States and that industry needs to demonstrate a stronger commitment towards a European strategy if ARTEMIS and ENIAC are to realise their full potential. Boosting European research and development in information and communications technologies is a key objective of the Digital Agenda for Europe (see IP/10/581, MEMO/10/199 and MEMO/10/200).
