Following the announcement by the Chairman of the Usinor Sacilor group in February 2001 that he intended to close down Cockerill Sambre’s hot-rolling line in Charleroi, talks were entered into between Usinor-Cockerill Sambre, the Duferco group and Sogepa primarily with a view to setting up a joint venture to produce slabs based on Cockerill Sambre’s existing mill in Charleroi together with the plant owned by Duferco Clabecq (continuous casting) (8).

Conformément à l'article 6 paragraphe 2 de la décision 322/89/CECA concernant les aides à la sidérurgie, la Commission a été informée que l'EdF et Usinor Sacilor ont conclu un contrat de dix ans pour la fourniture d'électricité à une usine de fabrication d'alliages ferro- manganeux et silico-manganeux qu'Usinor Sacilor a l'intention de créer à Dunkerque.
The Commission has been informed in accordance with Article 6(2) of Decision 322/89/ECSC on aid to the steel industry that a 10 year contract was agreed between EdF and Usinor Sacilor for the provision of electricity to a new plant producing ferromanganese and silicomanganese alloys to be set up by Usinor Sacilor at Dunkirk.

Dans ces conditions, la Commission considère que la transaction ne comporte pas d'éléments d'aide d'Etat en faveur d'Usinor Sacilor et a par conséquent décidé de ne pas soulever d'objections contre l'exécution du contrat de fourniture d'électricité conclu entre l'EdF et cette entreprise sidérurgique pour les nouvelles installations qu'elle prévoit de créer à Dunkerque.
Under these circumstances the Commission has established that no elements of state aid are involved in this transaction in favour of Usinor Sacilor and therefore has decided to raise no objections to the implementation of the electricity supply contract agreed between EdF and the steel undertaking for its new unit to be created in Dunkirk.
