The definition of the principle of subsidiarity - which says that action should be taken by the public authorities as close as possible to the citizen -- should be extended, according to the opinion by Jordi Pujol, "to the regional and local authorities endowed with powers under the domestic legislation of the Member State".

Six mois de réunions et de débats ont nourri les réflexions de la commission des affaires institutionnelles avant d'aboutir, le vendredi 21 avril 1995, en session plénière à un vote à la quasi unanimité (un contre et quatre abstentions) d'un projet d'avis de Jordi Pujol, Président de la Generalitad de Catalogne (Espagne).
Six months of meetings and debates in the Institutional Affairs Commission resulted in almost unanimous approval (one against and four abstentions) in plenary session on April 21 of the opinion on the subject by Jordi Pujol, President of the region of Catalonia (Spain).

The Committee of the Regions' Institutional Affairs Commission, which met on January 31 in Brussels, will first present to the plenary assembly a draft resolution that, according to its rapporteur Jordi Pujol, will take an approach limited to the aspects of reform related to regional and local issues and to the role that the Committee of the Regions should play in the future inter-institutional architecture of the European Union.
