La subvention accordée à l'Autriche sera notamment consacrée au remboursement des frais supportés par l'Autriche pour la remise en état immédiate des voies de communication et des installations d'approvisionnement en eau, la sécurisation des infrastructures de génie hydraulique, l'approvisionnement des populations concernées, la protection du patrimoine culturel ainsi que le nettoyage des zones sinistrées.
The sums being allocated to Austria are to serve, among other things, for reimbursing some of its expenditure on the short-term repair of damaged transport infrastructure and water-supply plant, the securing of river-management facilities, essential supplies to the stricken populations, safeguarding of cultural heritage and the general clean-up in the affected areas.

Parmi les questions prioritaires précitées, un accent particulier sera mis sur les points suivants : - Conclusion des négociations d'élargissement à l'Autriche, la Finlande, la Norvège et la Suède avec avis conforme du Parlement européen encore sous la présente législature ; - Adoption du quatrième Programme-cadre Recherche (période 1994-1998) et des programmes spécifiques; - Réalisation dans les meilleurs délais des objectifs du Livre Blanc de la Commission conformément aux conclusions du Conseil européen de Bruxelles des 10 et 11 décembre 1993; - Renforcement de la cohésion économique et sociale par l'adoption et la mise en oeuvre des mesures appropriées et surtout la constitution définitive du Fonds de cohésion, ainsi que la promotion des initiatives communautaires dans le cadre des Fonds structurels; - Réalisation des réseaux transeuropéens et adoption des schémas directeurs dans les domaines de l'infrastructure ferroviaire classique, de l'infrastructure aéroportuaire et portuaire, de l'énergie et du gaz; - Achèvement du programme législatif relatif à la mise en place du marché intérieur et promotion des mesures permettant de le consolider et d'assurer son développement dynamique; - Application de l'article 8 B paragraphe 1 du Traité sur l'Union (droit de vote et d'éligibilité aux élections municipales); - Mise en oeuvre complète des conclusions du Conseil européen d'Edimbourg en ce qui concerne notamment: = le financement de la Communauté, par l'adoption des textes relatifs au système des ressources propres, à la discipline budgétaire et au Fonds de garantie; = ainsi que l'application du principe de subsidiarité; - Adoption des mandats et conclusion des négociations en cours concernant les accords dans le domaine des relations extérieures".
Among the abovementioned priority matters, particular emphasis will be laid on the following: - Conclusion of the enlargement negotiations with Austria, Finland, Norway and Sweden, with the assent of the European Parliament being given during the current parliamentary term; - Adoption of the Fourth Research Framework Programme (1994-1998) and the specific programmes; - Realization as soon as possible of the objectives of the Commission White Paper in accordance with the conclusions of the Brussels European Council on 10 and 11 December 1993; - Strengthening of economic and social cohesion through adoption and implementation of the appropriate measures and above all the definitive establishment of the Cohesion Fund, as well as promotion of Community initiatives in the framework of the Structural Funds; - Completion of the trans-European networks and adoption of the guidelines in the fields of traditional railway infrastructure, airport and port infrastructure, energy and gas; - Completion of the legislative programme relating to the establishment of the internal market and promotion of measures for its consolidation and dynamic development; - Implementation of Article 8b(1) of the Treaty on Union (right to vote and eligibility to stand as a candidate in municipal elections); - Full implementation of the conclusions of the Edinburgh European Council concerning in particular: = the financing of the Community, through the adoption of texts relating to the own resources system, budgetary discipline and the Guarantee Fund, and = application of the principle of subsidiarity; - Adoption of the negotiating directives and conclusion of the negotiations in progress concerning agreements in the field of external relations".

De ce fait, le montant total pour chacun de ces objectifs résulte de l'aide convenue par tête multipliée par la population éligible; - pour les objectifs 3 et 4, le niveau d'effort équivaut globalement à celui qui a été retenu pour les douze Etats membres, c'est à dire qu'il est en moyenne proche de 36% du total pour l'ensemble des trois nouveaux Etats membres; - les ressources destinées à l'objectif 5a tiennent compte de la situation particulière de l'agriculture en Finlande et en Autriche, et notamment de l'exigence d'octroyer des indemnités compensatoires aux agriculteurs dans les régions défavorisées, sur la base de ce qui est prévu dans les Traités d'adhésion; La même opération sera effectuée pour les allocations concernant la Suède, car les discussions viennent seulement de commencer avec les autorités suédoises, sur la base de la même méthode de répartition qui a été suivie pour les deux premiers nouveaux Etats membres.
This means that the total amount for each of these Objectives is given by the agreed amount of aid per head multiplied by the eligible population; - in the cases of Objectives 3 and 4, the overall effort is equivalent to that used for the twelve Member States, that is, on average, it is almost 36% of the total for all the three new Member States; - the resources allocated to Objective 5(a) take account of the special position of agriculture in Finland and Austria, particularly the need to grant compensatory allowances to farmers in less-favoured areas, as laid down in the Act of Accession. The allocations to Sweden will be dealt with in the same way, since discussions with the Swedish authorities have only just begun, and the method of breakdown will be the same as for the first two new members.
