considérant que dans le cadre des négociations menées au titre de l'article XXIV:6 du GATT après l'adhésion de l'Autriche, de la Finlande et de la Suède à la Communauté européenne il a été convenu d'ouvrir, à partir du 1er janvier 1996, un contingent d'importation annuel de 63 000 tonnes pour le riz semi-blanchi ou blanchi du code NC 1006 30 à droit zéro, ainsi qu'un contingent de 20 000 tonnes pour le riz décortiqué du code NC 1006 20 avec un droit fixe de 88 écus par tonne; que ces contingents ont été inclus dans la liste concernant la Communauté européenne prévue à l'article II, paragraphe 1, point a) du GATT 1994; que, au cours des négociations, il a été convenu avec les États-Unis d'Amérique que d'autres consultations devraient avoir lieu sur les modalités de mise en oeuvre des contingents convenus; que ces consultations n'ont pas encore été menées à leur terme; que des importations, dans le cadre de contingents tarifaires, de riz en provenance des États-Unis d'Amérique ne devraient intervenir qu'une fois les consultations terminées;
Whereas, under the negotiations conducted pursuant to GATT Article XXIV(6) in the wake of the accession of Austria, Finland and Sweden to the European Community, it was agreed to open from 1 January 1996 annual import quotas for 63 000 tonnes of semi-milled and wholly milled rice covered by CN code 1006 30 at zero duty and for 20 000 tonnes of husked rice covered by CN code 1006 20 at a fixed duty of ECU 88 per tonne; whereas these quotas were included in the European Community list provided for in Article II(1)(a) of GATT 1994; whereas during the negotiations it was agreed with the United States of America that further consultations should take place on how to implement the agreed quotas; whereas these consultations have not yet been brought to an end; whereas imports of rice from the United States under the tariff quotas should occur only when the consultations have been concluded;

Parmi les questions prioritaires précitées, un accent particulier sera mis sur les points suivants : - Conclusion des négociations d'élargissement à l'Autriche, la Finlande, la Norvège et la Suède avec avis conforme du Parlement européen encore sous la présente législature ; - Adoption du quatrième Programme-cadre Recherche (période 1994-1998) et des programmes spécifiques; - Réalisation dans les meilleurs délais des objectifs du Livre Blanc de la Commission conformément aux conclusions du Conseil européen de Bruxelles des 10 et 11 décembre 1993; - Renforcement de la cohésion économique et sociale par l'adoption et la mise en oeuvre des mesures appropriées et surtout la constitution définitive du Fonds de cohésion, ainsi que la promotion des initiatives communautaires dans le cadre des Fonds structurels; - Réalisation des réseaux transeuropéens et adoption des schémas directeurs dans les domaines de l'infrastructure ferroviaire classique, de l'infrastructure aéroportuaire et portuaire, de l'énergie et du gaz; - Achèvement du programme législatif relatif à la mise en place du marché intérieur et promotion des mesures permettant de le consolider et d'assurer son développement dynamique; - Application de l'article 8 B paragraphe 1 du Traité sur l'Union (droit de vote et d'éligibilité aux élections municipales); - Mise en oeuvre complète des conclusions du Conseil européen d'Edimbourg en ce qui concerne notamment: = le financement de la Communauté, par l'adoption des textes relatifs au système des ressources propres, à la discipline budgétaire et au Fonds de garantie; = ainsi que l'application du principe de subsidiarité; - Adoption des mandats et conclusion des négociations en cours concernant les accords dans le domaine des relations extérieures".
Among the abovementioned priority matters, particular emphasis will be laid on the following: - Conclusion of the enlargement negotiations with Austria, Finland, Norway and Sweden, with the assent of the European Parliament being given during the current parliamentary term; - Adoption of the Fourth Research Framework Programme (1994-1998) and the specific programmes; - Realization as soon as possible of the objectives of the Commission White Paper in accordance with the conclusions of the Brussels European Council on 10 and 11 December 1993; - Strengthening of economic and social cohesion through adoption and implementation of the appropriate measures and above all the definitive establishment of the Cohesion Fund, as well as promotion of Community initiatives in the framework of the Structural Funds; - Completion of the trans-European networks and adoption of the guidelines in the fields of traditional railway infrastructure, airport and port infrastructure, energy and gas; - Completion of the legislative programme relating to the establishment of the internal market and promotion of measures for its consolidation and dynamic development; - Implementation of Article 8b(1) of the Treaty on Union (right to vote and eligibility to stand as a candidate in municipal elections); - Full implementation of the conclusions of the Edinburgh European Council concerning in particular: = the financing of the Community, through the adoption of texts relating to the own resources system, budgetary discipline and the Guarantee Fund, and = application of the principle of subsidiarity; - Adoption of the negotiating directives and conclusion of the negotiations in progress concerning agreements in the field of external relations".

ACCESSION NEGOTIATIONS The Council embarked on discussion of the final stage in the accession negotiations with Austria, Sweden, Finland and Norway, which covers all the fundamental issues still outstanding and is planned for 21 and 22 February and 25 to 28 February.

Ils ont encore pris note que les perspectives de progrès rapides sont bonnes dans les secteurs suivants : - La compensation des prix pour les produits agricoles transformés couverts par les accords de libre-échange, où des discussions approfondies ont été engagées au niveau des experts sur la faisabilité technique de la reconnaissance mutuelle des déclarations sur le contenu effectif en matières premières, comme base de calcul de la compensation des prix.
Negotiations are being continued on transit matters between EC and Austria and on transit and other questions related to land transport between EC and Switzerland. 9. They further noted that there are good prospects for early progress in the fields of : - Price compensation for processed agricultural products covered by the Free Trade Agreements, where detailed discussions had been opened at expert level on the technical feasibility of mutual recognition of declarations of actual raw material content as a basis for calculating price compensation.
