Avant son départ dimanche pour la région, Mme Catherine Ashton, haute représentante de l’Union européenne pour les affaires étrangères et la politique de sécurité et vice-présidente de la Commission, a fait la déclaration suivante: «À côté de notre aide financière directe par le versement des salaires et des prestations sociales aux fonctionnaires de l’Autorité palestinienne, cette enveloppe renforce notre soutien aux efforts de consolidation des institutions déployés par l’Autorité palestinienne en vue de la création d’un futur État palestinien».
Ahead of her trip to the region on Sunday, Catherine Ashton, High Representative of the European Union for Foreign Affairs and Security Policy/Commission Vice-President said: "Further to our direct financial support through payment of PA civil servants’ salaries and social benefits, this package reinforces our support to the institution-building efforts made by the Palestinian Authority towrads establishing a future State of Palestine".

25. Commends the fact that, even before publication of the Road Map on 30 April, the Palestinian Authority had embarked on some of the institutional reforms called for by the Quartet and by Israel, such as reform of the Palestinian Ministry for Finance, and the creation of the post of prime minister and at the same time regrets that the Prime Minister, Mahmud Abbas, who had been appointed with the full support of all Palestine’s institutions, including the Legislative Council, has resigned; calls on the Palestinian Authority to pursue these reforms and urges the Palestinian Authority to do everything in its power to enable the prime minister to perform his duties; states its intention to invite the Palestinian Prime Minister to appear at a meeting of its committee responsible as soon as possible;

Par contre, l'autorité palestinienne a non seulement assumé publiquement et sans condition la feuille de route bien avant qu'elle n'acquière un caractère officiel le 30.4.2003, mais elle avait en plus, avant cette date, déjà entamé les réformes institutionnelles exigées par le quartet et même Israël, par exemple la réforme du ministère palestinien des Finances et la création du poste de Premier ministre, ainsi que la prise en charge de ce poste par Abou Mazen qui a, depuis, démissionné avec le soutien intégral de l'ensemble des institutions palestiniennes, y compris le Conseil législatif.
The Palestinian Authority, however, not only accepted the Road Map publicly and unconditionally well before it acquired official status on 30 April 2003, but had also already embarked on the institutional reforms called for by the Quartet and by Israel itself, including reform of the Palestinian Ministry of Finance and the creation of the post of Prime Minister, together with the appointment to this post of Abu Mazen (who has since resigned), with the full support of all Palestinian institutions, including the Legislative Council.
