La Commission veillera à prévoir, dans son projet de budget, une marge non allouée suffisante dans les limites du plafond de dépenses fixé pour la sous-rubrique 1a pour permettre à l'autorité budgétaire, c'est-à-dire au Conseil et au Parlement, d'augmenter de 20 millions d'EUR au maximum le budget affecté au programme Progress pour la période 2011-2013, conformément au point 37 de l'accord interinstitutionnel du 17 mai 2006 sur la discipline budgétaire et la bonne gestion financière.
When presenting its draft budget(s), the Commission will leave a sufficient unallocated margin under the expenditure ceiling of Heading 1a whereby the Budgetary Authority i.e. Council and Parliament, may decide to increase the amount of the Progress programme by a maximum of EUR 20 million over the period 2011-2013 in conformity with point 37 of the Interinstitutional Agreement of 17 May 2006 on budgetary discipline and sound financial management.

Hence, amendment 1 just confirms, that regardless of which heading will be agreed upon, the budgetary authority will guarantee that the financing of the proposal will be compatible with the respective ceiling (either because of a sufficient margin in the heading agreed, or by revising the financial perspective or mobilising the flexibility instrument in case of a decision in favour of a heading without any margin available).

Urges that the information given to Parliament as one arm of the budgetary authority be improved; each time the Council or Commission presents any foreign policy initiative with budgetary implications, it should be agreed that the informal prior agreement of Parliament´s committee responsible will be given, even in the case of a simplified procedure; furthermore, in this context, the Council will ensure that foreign affairs documents are properly registered and that Parliament is guaranteed access to this material under restricted conditions;
