Within the meaning of point [17] of the Interinstitutional Agreement between the European Parliament, the Council and the Commission of xxx/yyy on cooperation in budgetary matters and on sound financial management, the financial reference amount for the budgetary authority during the annual budgetary procedure in terms of the indicative financial envelope for the implementation of the programme for the period 2014 to 2020 shall be EUR 110 000 000, in current prices.

Within the meaning of point [17] of the Interinstitutional Agreement of ./.between the European Parliament, the Council and the Commission on cooperation in budgetary matters and on sound financial management, the prime reference amount for the budgetary authority during the annual budgetary procedure for the implementation of this Decision for the period 2014 to 2020, shall be EUR XXX XXX XXX at 2011 prices.

Dans des cas exceptionnels et si les ressources financières dont dispose encore le Fonds pendant l'année de la survenance de la catastrophe, telle que définie dans l'acte de base pertinent, ne sont pas suffisantes pour couvrir le montant de l'intervention jugé nécessaire par l'autorité budgétaire, la Commission peut proposer que la différence soit financée au moyen des crédits annuels mis à disposition du Fonds pour l'année suivante.
In exceptional cases and if the remaining financial resources available in the Fund in the year of occurrence of the disaster, as defined in the relevant basic act, are not sufficient to cover the amount of assistance considered necessary by the budgetary authority, the Commission may propose that the difference be financed through the annual amounts available for the following year.

L’accord réalisé pendant la réunion de concertation du 20 juillet entre le Parlement européen et le Conseil constitue un premier pas en la matière ; cet accord visait une demande adressée aux secrétaires généraux des institutions afin d’établir un rapport au profit de l’autorité budgétaire pour le Conseil budgétaire de novembre, accompagné d’une analyse pluriannuelle de la rubrique 5, concernant des propositions relatives aux économies nécessaires pour ne pas dépasser le plafond de cette rubrique - même dans le cadre de l’élargissement.
A first step in this connection was the agreement that was reached during the conciliation meeting of 20 July involving the European Parliament and the Council concerning a request to the Secretaries-General of the institutions to compile a report for the benefit of the budgetary authority by the time the Budgetary Council is held in November. This report should comprise a multi-annual analysis of heading 5, as well as proposals concerning necessary economy measures to prevent the maximum allocated to this heading being exceeded, also in the framework of enlargement.

Considers that the two arms of the budgetary authority should establish jointly, as part of the 2001 budget, the multiannual allocations for the MEDA and CARDS programmes; points out that the financial framework does not prevent the budgetary authority from taking its annual decision during the budgetary procedure, on the basis of the real needs for, and implementation of, the programmes; reaffirms its position on MEDA as expressed in its opinion of 6 September 2000 and takes note of the amended proposal of the Commission on CARDS; considers that the two arms of the budgetary authority are duty-bound to establish jointly the multiannual allocations for these two programmes; calls on the Council to take part in earnest in the discussions using all the means available within the Interinstitutional Agreement, in order to establish a complete financial framework before the budget is adopted;
