Ils conviennent qu'une telle rationalisation des instruments, tout en améliorant la cohérence et la capacité de réponse de l'action de l'Union européenne, ne devrait pas réduire les pouvoirs de l'autorité législative — notamment quant au contrôle politique exercé sur les choix stratégiques — et de l'autorité budgétaire.
They agree that such rationalisation of instruments, while enhancing the coherence and the responsiveness of European Union action, should not affect the powers of either the legislative authority –notably in its political control of strategic choices — or the budgetary authority.

Compte tenu de l'importance de la promesse de contribution, la Commission propose de créer une nouvelle ligne budgétaire consacrée au financement de la réhabilitation et de la reconstruction en Iraq, ce qui permettra de se conformer aux orientations politiques définies par l'autorité budgétaire, notamment par le Parlement européen, en ce qui concerne la transparence lorsque la Communauté contribue au financement d'une action de reconstruction (Afghanistan, Kosovo, Timor-Oriental).
Considering the importance of such pledge, the Commission is proposing to create a new budget line dedicated to fund the rehabilitation and reconstruction in Iraq. This will allow to respect the policy expressed by the Budget Authority, in particular the European Parliament, as regards transparency when the Community is contributing to the financing of reconstruction action (Afghanistan, Kosovo, East Timor).

L'autorité budgétaire et la Commission, lorsqu'elle présente son avant-projet de budget, s'engagent à ne pas s'écarter de plus de 5% de ce montant, sauf nouvelles circonstances objectives et durables faisant l'objet d'une justification explicite et précise, en tenant compte des résultats atteints dans la mise en oeuvre du programme, notamment sur la base des évaluations.
The budgetary authority and the Commission, when drawing up its preliminary draft budget, undertake not to depart by more than 5% from this amount unless new, objective, long-term circumstances arise for which explicit and precise reasons are given, with account being taken of the results obtained from implementing the programme, in particular on the basis of assessments.

(12) Au cours des années passées, qui ont vu la création d'un nombre croissant d'agences décentralisées, l'autorité budgétaire s'est efforcée d'améliorer la transparence et le contrôle de la gestion des crédits communautaires octroyés aux agences, notamment en ce qui concerne la budgétisation des redevances, le contrôle financier, le pouvoir de décharge, la contribution au régime de pension et la procédure budgétaire interne (code de conduite).
(12) Over the past years, as more decentralised agencies have been created, the budgetary authority has looked to improve transparency and control over the management of the Community funding allocated to them, in particular concerning the budgetisation of the fees, financial control, power of discharge, pension scheme contributions and the internal budgetary procedure (code of conduct).
