Je dis «une politique un peu plus musclée» à l'endroit des provinces, puisqu'il est très clair dans mon esprit que l'intervention du gouvernement fédéral en matière d'habitation doit se faire via le transit de fonds, doit se faire via des enveloppes budgétaires qui sont disponibles, mais où les fonds sont gérés et administrés par le gouvernement de chacune des provinces canadiennes, puisqu'il est très clair que constitutionnellement le gouvernement fédéral n'a aucune autorité pour intervenir en matière d'habitation.
I say ``a somewhat more substantial policy'' with respect to the provinces, because it is clear in my mind that federal government involvement in housing must take the form of a transfer of funds or budget allocations, where the funds are managed by the government of the individual provinces.
