Welcomes the fact that following repeated requests from Parliament, for the first time the 2011 budget shows payment appropriations of EUR 47 608 950 on the EGF budget line 04 05 01; recalls that the EGF was created as a separate specific instrument with its own objectives and deadlines and that it therefore deserves a dedicated allocation, superseding transfers from other budget lines, as done in the past, which could be detrimental to the achievement of the various policies objectives; notes that the amount of payment appropriations initially entered on the budget line 04 05 01 will have been fully consumed after adoption by both arms of the budgetary authority of the proposals submitted to date for mobilising the EGF;

Ma proposition est donc la suivante : qu'à la suite du Conseil de décembre, qui devra fixer combien et quels États adhéreront à l'Union européenne à temps pour les élections de 2004, la Commission présente une proposition de révision des perspectives financières, proposition que les deux branches de l'autorité budgétaire auront tout le temps d'approuver, en vertu de l'article 20 de l'accord interinstitutionnel, avant le début de la procédure de 2004.
My proposal is, therefore, as follows. After the December Council, which will have to establish which and how many States are to enter the European Union in time for the European elections in 2004, the Commission should present a proposal for revision of the financial perspective, a proposal which the two arms of the budgetary authority will have ample time to adopt – in accordance with Article 20 of the Interinstitutional Agreement – before the start of the 2004 budgetary procedure.

In view of developments in the Balkan situation, particularly in Kosovo, the two arms of the budgetary authority request the Commission, when needs have been ascertained and estimated, to submit the necessary budget proposals, including, if appropriate, a proposal for revision of the financial perspective.
