Les discussions menées en dehors du programme officiel à Ramallah et l’observation des élections organisées à l’ouest de Ramallah m’ont donné l’impression que, même si les populations connaissent bien entendu les affres de l’occupation, elles n’ont pas une opinion positive de la manière dont les choses étaient auparavant gérées par leurs concitoyens, dans la mesure où l’incapacité et le refus d’Arafat à prendre les mesures nécessaires pour créer, au sein de l’Autorité autonome palestinienne, des structures efficaces pour les forces de sécurité et les soins de santé, entre autres choses, ne sont un secret pour personne.
From talks outside the official programme in Ramallah, and from observation of the elections to the west of it, I got the impression that, while people are of course suffering from the occupation, they do not have a good word to say for the way things used to be run by their own people, for Arafat’s inability and unwillingness to do all that was needed to create within the Palestinian Autonomous Authority effective structures for the security forces and health care, among other things, are no secret to anyone.

Regrets that the positive developments begun since 30 April in the Middle East, particularly the resumption of talks between the Government of Israel and the Palestinian Authority, have come to a halt and violent confrontations have resumed; expresses its solidarity with the Israeli and Palestinian families of all victims of violence; urges both parties to resume the dialogue as soon as possible and to commit themselves to implementing the Road Map and, with that in view, to take the following measures immediately:

We urge Israel and the Palestinian Authority to conclude, as agreed between them, the arrangements for elections in the Palestinian Autonomous Territory and the redeployment of Israeli Defence Forces.

Elle demande en outre à l'Autorité palestinienne d'exercer un contrôle total sur les forces palestiniennes et de maintenir le calme dans les secteurs autonomes.
It further calls on the Palestinian Authority to exert full control over Palestinian forces and to maintain calm in the autonomous areas.
