With that said, I know there are First Nations across the country that look to have some other body, when supported by First Nations or when First Nations want to aggregate as such, to develop an institution to assist in elections, whether it be in terms of developing capacity around election codes, developing a point wherein there can be a shared person to monitor elections or having alternative appeals to the courts, to be able to establish appropriate mechanisms where there is a dispute within an election, so that the First Nation can go to a body that they assisted in constructing, which is more appropriate for resolving these disputes.

Si l'autorité compétente qui a élaboré le rapport décide que le produit peut être mis sur le marché, et en l'absence d'objection motivée d'un État membre ou de la Commission dans les soixante jours suivant la date de diffusion du rapport d'évaluation visé à l'article 14, paragraphe 3, point a), ou si les éventuels problèmes en suspens sont résolus dans le délai de cent cinq jours visé au paragraphe 1, l'autorité compétente qui a élaboré le rapport donne par écrit son autorisation pour la mise sur le marché, la transmet au notifiant et en informe les autres États membres et la Commission dans un délai de trente jours.
3. If the competent authority which prepared the report decides that the product may be placed on the market, in the absence of any reasoned objection from a Member State or the Commission within 60 days following the date of circulation of the assessment report referred to in Article 14(3)(a) or if outstanding issues are resolved within the 105 day period referred to in paragraph 1, the competent authority which prepared the report shall give consent in writing for placing on the market, shall transmit it to the notifier and shall inform the other Member States and the Commission thereof within 30 days.

Regarding immigration and asylum, the Commission intends to present proposals for creating a Community instrument on the temporary protection of refugees; to initiate an analysis of criteria and conditions for improving implementation of the Dublin Convention and consideration of a possible change in its legal basis, in accordance with the Treaty of Amsterdam; to continue the debate on the basis of the communication already published concerning standards for a common asylum process throughout the Union; and to present proposals with a view to preparing legislation on the granting of residence permits to victims of trafficking in human beings who cooperate with judicial action against networks of traffickers.
