Ms. Sarmite Bulte (Parkdale—High Park, Lib.): Mr. Speaker, pursuant to Standing Order 34, I have the honour to present to the House, in both official languages, reports from the Canadian branch of the Commonwealth Parliamentary Association concerning the following three meetings: 38th Commonwealth Parliamentary Conference, which was held from August 7 to 13, 1999 in Quebec City; the 45th Commonwealth Parliamentary Conference, which was held from September 18 to 23, 1999 in Trinidad and Tobago; and the 11th seminar of the Commonwealth Parliamentary Association which was held in Malta from May 27 to June 3, 1999.

Mr. Speaker, pursuant to Standing Order 34(1) I have the honour to present to the House, in both official languages, the report of the Canadian delegation of the Commonwealth Parliamentary Association respecting three reports: first, the bilateral visit to the Caribbean, the Americas and the Atlantic Region Republic of Trinidad and Tobago; second, its participation at the parliamentary seminar for the Republic of Trinidad and Tobago; and third, its participation at the 35th Commonwealth Parliamentary Association Regional Conference of the Caribbean and the Americas and the Atlantic.

whereas, despite accepting 182 of the 227 recommendations put forward by the UN Human Rights Council at its June 2014 periodic review, Vietnam rejected recommendations such as the release of political prisoners and people detained without charge or trial, legal reform to end political imprisonment, the creation of an independent national human rights institution and other steps aimed at promoting public participation; whereas, however, Vietnam has recently allowed international human rights groups to meet with representatives of the opposition and government officials for the first time since the end of the Vietnam War.
