In 1989 and 1993, the European Court of Justice decided that the imposition of temporary contracts for foreign language lecturers (the majority of which were non-Italian EU workers) when other University staff enjoyed stability of employment was discriminatory and thus contrary to Article 48 of the Treaty.[1] In this context, the Commission started infringement proceedings in 1992. Italy modified its legislation in June 1995.
