My suspicion is that the Alberta government would take advice from the people of Alberta and would then have to fold that into its understanding of what the national landscape was, and that it's not inconceivable that a premier of Alberta would say “Only 48% of Albertans have voted to approve this constitutional settlement, but I feel in my heart that, nevertheless, the Alberta legislature should vote to approve this”.
