2. The power to adopt delegated acts referred to in Article 48, Article 49(3), Articles 65 and 73, Articles 96(4), 97(6), 98(5), 100(2), 101(5), 103(3), and 106(3), Articles 121 and 168, and Articles 194(3) and 196(4) shall be conferred on the Commission for an indeterminate period of time from 23 March 2016.

6. invite dès lors la Commission à entamer d'urgence un dialogue politique renforcé, au titre de l'article 8, au niveau local et ministériel, en demandant l'ouverture d'une discussion au plus tard à l'occasion du sommet UE-Afrique, et si cela ne porte pas ses fruits, estime que, eu égard aux violations particulièrement graves et évidentes en cause, visées à l'article 9, paragraphe 2, il y a lieu de prendre des mesures appropriées conformément à l'article 96, paragraphe 1 a, point a), par exemple la suspension totale ou partielle de l'Ouganda et du Nigeria de l'accord de Cotonou ACP-UE pour cause de graves violations des droits de l'homme; considère que ces mesures devraient être levées dès que les raisons qui les ont motivées disparaissent;
6. Calls on the Commission, therefore, to engage in a strengthened and urgent political dialogue under Article 8 at local and ministerial level, with a request to open discussion no later than at the EU-Africa Summit and if this yields no result, considers that, in view of the particularly serious and flagrant violation involved, as referred to in paragraph 2 of Article 9, appropriate measures must be taken under Article 96(1a(a)), such as global or partial suspension of Uganda and Nigeria from the ACP-EU Cotonou Agreement on the grounds of grave human rights violations; considers that these measures should be revoked as soon as the reasons for taking them no longer prevail;

Where the quality and completeness of the data referred to in the first subparagraph of this paragraph is not compliant with the obligations stipulated in Articles 67(1), Article 68(1), Article 69, Article 70(1), Article 92(3) and Article 96(2), the Commission shall request complementary information from the Member State concerned.

Where pursuant to Articles 15(2) and (3), 25(3), 26 (2), 26(3), 92(2), 96(2), and 97(3), a time limit is set for the Commission to adopt or amend a decision, by means of an implementing act, the time limit shall not include the period which starts on the day following the date on which the Commission has sent its observations to the Member State and lasts until the Member State has responded to the observations.
