La Commission est habilitée à adopter des actes délégués en conformité avec l’article 48 afin d’adapter la méthodologie énoncée au paragraphe 1, second alinéa, du présent article aux changements éventuels de la méthodologie prévue par l’AMP, pour la révision des seuils visés à l’article 8, paragraphe 1, et pour la détermination des valeurs correspondantes dans les monnaies nationales des États membres dont la monnaie n’est pas l’euro, selon les dispositions du paragraphe 2 du présent article.
4. The Commission shall be empowered to adopt delegated acts in accordance with Article 48 to adapt the methodology set out in the second subparagraph of paragraph 1 of this Article to any change in the methodology provided in the GPA for the revision of the threshold referred to in Article 8(1) and for the determination of the corresponding values in the national currencies of the Member States whose currency is not the euro, as referred to in paragraph 2 of this Article.

The Conference considers that in the event that a draft legislative act based on Article 79(2) would affect important aspects of the social security system of a Member State, including its scope, cost or financial structure, or would affect the financial balance of that system as set out in the second paragraph of Article 48, the interests of that Member State will be duly taken into account.

However, the Paying Agency may, on the basis of the assessment provided by the competent control authority in the control report in accordance with Article 48(1)(c), decide either to reduce that percentage to 1 % or to increase it to 5 % of that overall amount or, in the cases referred to in the second subparagraph of Article 48(1)(c), not to impose any reductions at all.
