On ne peut se rallier à l'argumentation du Conseil, selon laquelle il n'y a nul besoin de consulter le Parlement puisque le financement d'Europol est assuré par les États membres. En effet, l'établissement du budget et l'adaptation des rémunérations font tous deux l'objet d'une décision du Conseil, statuant selon la procédure prévue au titre VI du traité UE (article 35, paragraphe 5, de la Convention Europol et article 44 du statut du personnel d'Europol).
