Before beginning this last part, I am going to request the unanimous consent of the House to move the following motion: I move that, notwithstanding any Standing Order or usual practice of the House, Bill C-45, in clause 321, be amended by adding after line 13 on page 291 the following: “The addition of the navigable waters listed below is deemed to be in the public interest and the governor in council shall, by regulation, as soon as is reasonably practicable after the day on which this act receives royal assent, add those navigable waters to the schedule”, and I would like the list to include the Rivière du Nord, the Rivière Rouge, the Rivière du Diable and the Rivière Pashby, all of which are rivers that run through my riding.

19. attire l'attention, en ce qui concerne la planification des futures missions civiles/militaires mixtes de l'Union, sur les propositions et idées contenues dans le rapport "A Human Security Doctrine for Europe"; se félicite, à cet égard, non seulement des évolutions actuelles dans le domaine de la PESD, telles que la mise sur pied d'une cellule civilo-militaire, qui s'inscrivent dans la ligne générale du présent rapport, mais également de la future mise sur pied d'un Corps volontaire européen d'aide humanitaire, comme le prévoit l'article III-321, paragraphe 5, du traité établissant une Constitution pour l'Europe; note cependant que cet article envisage au premier chef ce Corps volontaire européen d'aide humanitaire comme "un cadre pour des contributions communes des jeunes Européens"; insiste, par conséquent, pour que ce cadre soit étendu ou complété par la mise en place d'un "Corps" complémentaire s'appuyant sur l'expérience et le savoir-faire des professionnels en milieu de carrière ou qui ont terminé leur carrière afin de mettre sur pied un corps opérationnel s'apparentant davantage au Corps Civil Européen de la Paix, comme l'a proposé à maintes reprises le Parlement;

Draws attention, as regards the planning for future EU mixed civil/military missions, to the proposals and ideas contained in the report entitled "A Human Security Doctrine for Europe"; welcomes in this regard not only the current developments in the field of ESDP, such as the establishment of Civ/Mil, which are in congruence with the general direction of this report, but also the future creation of a European Voluntary Humanitarian Aid Corps as provided for in Article III-321(5) of the Treaty establishing a Constitution for Europe; notes, however, that the European Voluntary Humanitarian Aid Corps is primarily envisaged, in that article, as "a framework for joint contributions from young Europeans"; demands therefore that the framework of this be either expanded or complemented by the setting-up of a complementary "Corps" drawing upon the experience and expertise of mid- and post–career professionals, so as to create a functional corps more along the lines of the European Civil Peace Corps - as proposed on several occasions by the Parliament;
