2. Recalls that in the event of no agreement on the next MFF Regulation by the end of this year, Article 312(2), according to which the MFF regulation is adopted by the Council only after the European Parliament has given its consent, Article 312(4) which foresees the application of the ceilings of the last year of the current MFF in case no agreement on the next MFF is reached in due time and Article 30 of the current inter-institutional agreement on budgetary discipline and sound financial management will apply, which means a prolongation of the 2013 ceilings, adjusted with a 2 % fixed deflator a year, until adoption of a new MFF regulation; reiterates, in this eventuality, its readiness to reach a swift agreement with the Council and the Commission on ensuring that legal bases are in force for the implementation of EU programmes and policies in 2014;

55. Takes note of the Commission intention to present the legislative proposals for a new MFF post 2013 and a new own resources decision by June 2011, but recalls that the EP established a special temporary committee "SURE", charged to give its input before the Commission adopts its legislative proposals; recalls that under Treaty articles 312 and 311 the EP is to give its consent to the financial framework and is consulted on a new own resources decision, whilst article 312(5) and article 324 of the Treaties provide for a structured dialogue to promote consultation and reconciliation to facilitate the adoption and implementation of the budgetary provisions of the Treaties; stresses that an early involvement of Parliament is also of benefit for Council as it would help avoid a later stalemate on budgetary decision making; therefore insists on the need to have the necessary procedures and working methods in place to ensure constructive cooperation between the institutions as foreseen by the Treaties;

Le Royaume des Pays-Bas approuvera une décision visée à l'article 312, paragraphe 2, second alinéa, du traité sur le fonctionnement de l'Union européenne lorsqu'une révision de la décision visée à l'article 311, troisième alinéa, dudit traité aura apporté aux Pays-Bas une solution satisfaisante pour sa situation des paiements nette négative, excessive par rapport au budget de l'Union.
The Kingdom of the Netherlands will agree to a decision as referred to in the second subparagraph of Article 312(2) of the Treaty on the Functioning of the European Union once a revision of the decision referred to in the third paragraph of Article 311 of that Treaty has provided the Netherlands with a satisfactory solution for its excessive negative net payment position vis-à-vis the Union budget.
