En ce qui concerne les restes à liquider (RAL), dont le montant à la fin de l'année 2000 est en progression, le Conseil prend note des efforts de la Commission, qui a entrepris une analyse systématique des engagements dits "anciens" et "dormants" et a établi à la fin de 1999 un plan d'action visant à réduire le RAL anormal; il espère que ces crédits seront ainsi dégagés dans le cadre des actions que va entreprendre la Commission et conformément aux dispositions réglementaires en vigueur.
Regarding commitments outstanding, the amount of which at the end of 2000 is increasing, the Council notes the efforts of the Commission, which undertook a thorough review of "old" and "sleeping" commitments, and at the end of 1999 drew up an action plan to reduce the overhang of RAL; it hopes that these appropriations will therefore be decommitted as part of the Commission's actions and in accordance with the current regulations.

Par ailleurs, le programme indicatif pluriannuel offre aux promoteurs de projets l'assurance que des fonds seront disponibles sur plusieurs années, à titre indicatif, mais dans certaines conditions bien définies. Points out that, since 2000, EUR 520 m (at 1999 prices) has been available each year from the SAPARD programme (Special Accession Programme for Agriculture and Rural Development), which is designed to provide pre-accession aid for 10 Central and Eastern European countries, but that no more than about EUR 30 m had been spent by the end of 2001; calls on the Commission to speed up the flow of appropriations and to ensure that the appropriations available between 2000 and 2003 are actually spent by the end of 2003 and that a plan is submitted to Parliament on how that can be achieved;
