Pour faciliter la tâche quotidienne des bureaux Sirene et des utilisateurs du SIS II associés aux activités Sirene, un manuel Sirene a été adopté en 2008 au moyen d'un instrument juridique relevant de l'ancien premier pilier, c'est-à-dire la décision 2008/333/CE de la Commission (3), et d'un instrument relevant de l'ancien troisième pilier, c'est-à-dire la décision 2008/334/JAI de la Commission (4).
To facilitate the work of the Sirene Bureaux and of users of SIS II involved in Sirene operations in their daily work, a Sirene Manual was adopted in 2008 through a former first pillar legal instrument, Commission Decision 2008/333/EC (3), as well as a former third pillar instrument, Commission Decision 2008/334/JHA (4).

Points out that the European Parliament’s legislative powers have been enhanced by the increased use of the codecision procedure since the entry into force of the Treaty on the Functioning of the European Union (TFEU); points out that legal acts dealing with judicial cooperation in criminal matters and police cooperation are now, as a rule, adopted in accordance with the ordinary legislative procedure; considers it regrettable that, more than four years after the entry into force of the Treaty of Lisbon, procedures for the implementation of former third-pillar acts which often exclude the European Parliament or provide only for consultation continue to be used; calls on the Commission to include in its work programme proposals to align former third-pillar acts with the Treaty of Lisbon, i.e. to adapt them to the new normative hierarchy of basic, delegated and implementing acts;

Points out that the Prüm Decision was adopted under the former third pillar and that its implementation is lacking proper democratic oversight and control by Parliament; calls on the Commission to speedily bring forward proposals to bring the existing cross-border police cooperation instruments adopted under the former third pillar – such as the Prüm Decision and the Swedish Initiative – within the legal framework of the Lisbon Treaty;

An initial attempt to respond to the weaknesses and shortcomings of the current evaluation mechanism, which is purely intergovernmental in nature and was established by Decision of the Executive Committee of 16 September 1998 setting up a Standing Committee on the evaluation and implementation of Schengen (SCH/ Com-ex (98) 26 def.), was made in March 2009, when the Commission put forward two proposals (one for the former first pillar and one for the former third pillar) designed to replace the evaluation mechanism.
