20. insiste pour que la lutte contre le changement climatique et le réchauffement planétaire constituent une priorité sur l'agenda politique de l'Union et des pays d'Amérique latine et des Caraïbes, recommande la concertation quant aux positions à défendre dans les différentes instances de dialogue sur l'environnement et le changement climatique, en particulier dans le cadre de l'ONU, et soutient le prochain sommet qui doit avoir lieu à Mexico à la fin de 2010; estime qu'il est également nécessaire d'assurer la continuité des réunions des ministres de l'environnement des deux régions après la première rencontre organisée à Bruxelles en mars 2008; souligne, en outre, que ce sont les plus pauvres, et en particulier les populations autochtones, qui sont les premières victimes des effets négatifs du changement climatique et du réchauffement de la planète; espère également que l'action de la facilité d'investissement en Amérique latine (LAIF) pourra être axée, entre autres, sur le soutien aux projets visant à lutter contre les effets du changement climatique, à favoriser les transports publics locaux et les véhicules électriques, au projet Yasuní-ITT en Équateur, etc.;
20. Urges that climate change and global warming should remain a priority on the political agenda between the EU and the countries of Latin America and the Caribbean; stresses the need to agree joint positions in the various forums for dialogue on the environment and climate change, especially in the UN framework, while also supporting the summit to be held in Mexico in late 2010; calls, in addition, for the continuation of the meetings of the environment ministers from both regions following the initial one held in Brussels in March 2008; stresses, besides, that it is the poorest, and above all the indigenous communities, who are the first to fall victim to the adverse effects of climate change and global warming; hopes also that measures under the Latin America Investment Facility (LAIF) can be oriented, among other things, towards support for projects to combat the impact of climate change and the promotion of local public transport, electric vehicles and the ITT-Yasuni project in Ecuador, etc.;

5.3. Le Comité soutient sans réserve la définition de la Commission européenne dans sa communication au Conseil et au Parlement européen relative au suivi du Sommet entre l'UE et l'Amérique latine et les Caraïbes, selon laquelle l'aide aux groupes les plus vulnérables de la société et la lutte contre la pauvreté doivent être une priorité majeure dans la coopération avec le Mercosur et le Chili.
5.3. The ESC expresses its complete agreement with the definition set out in the Communication from the European Commission to the Council and the European Parliament on the follow-up to the first summit between Latin America, the Caribbean and the European Union of support for society's most vulnerable groups and with the statement that combating poverty must be a matter of the highest priority in cooperation with MERCOSUR and Chile.

Depuis 1996 l'UE soutient les 29 pays et entités de la Caraïbe, aux côtés des Nations Unies à travers un Programme d'action complet. Cette initiative a permis de renforcer les capacités des pays de la région en même temps que la coopération avec l'UE. Les programmes mis en oeuvre par la Commission en Amérique latine sont, eux, davantage centrés sur le soutien au développement (projets de développement alternatif, renforcement institutionnel, réhabilitation des toxicomanes etc.).
Since 1996 the EU has supported the 29 Caribbean countries and entities through a comprehensive Action Programme. This initiative strengthened both the countries' own capacities and co-operation with the Union. Programmes implemented in Latin America have mainly focused on support for development activities (such as alternative development projects, institution building and rehabilitation for drug-users).
