IN-CONTEXT TRANSLATIONS

40. rappelle la proposition faite dans sa résolution du 15 novembre 2001 sur un partenariat global et une stratégie commune pour les relations entre l'Union européenne et l'Amérique latine , proposition réitérée par la suite dans ses résolutions du 27 avril 2006 et du 24 avril 2008 adoptées dans la perspective des sommets UE-ALC (Amérique latine et Caraïbes) qui ont eu lieu à Vienne et à Lima, respectivement, en vue d'élaborer une charte euro-latino-américaine pour la paix et la sécurité, qui, sur la base de la charte des Nations unies, autorise des actions et des initiatives conjointes, tant politiques et stratégiques qu'en matière de sécurité; invite le Conseil et la Commission à entreprendre activement les démarches pour atteindre cet objectif ambitieux;
40. Recalls the proposal made in its resolution of 15 November 2001 on a global partnership and a common strategy for relations between the European Union and Latin America , subsequently repeated in its resolutions of 27 April 2006 and 24 April 2008 , adopted with a view to the EU-LAC (Latin America and the Caribbean) summits held in, respectively, Vienna and Lima, to draw up a Euro-Latin American Charter for Peace and Security which, on the basis of the UN Charter, would allow for joint political, strategic and security-related actions and initiatives; calls on the Council and the Commission to take active steps to realise this ambitious goal;

45. espère que le V Sommet UE-ALC (Amérique latine et Caraïbes), qui a eu lieu à Lima en mai 2008, débouchera sur l'approfondissement du contenu de l'association birégionale envisagée ainsi que sur la mise en place du Fonds de solidarité birégional proposé par le Parlement et sur la finalisation, pour la fin de 2008, des négociations de l'accord d'association entre l'Union et le Mercosur, la Communauté andine et l'Amérique centrale;
45. Expects that the Vth EU-Latin American and Caribbean Summit, held in May 2008 in Lima, will result in a deepening of the content of the declared Bi-Regional Association, including the setting-up of the Solidarity Bi-Regional Fund proposed by Parliament, as well as the timely finalisation by the end of 2008 of negotiations on the EU's Association Agreement with Mercosur, the Andean Community and Central America;

whereas the disparity in levels of development explains why trade between certain EU countries and the Latin American and Caribbean region (LAC) is asymmetric in terms of the type of goods that are exported; whereas trade exchanges between the two regions are highly concentrated and, although they have more than doubled since 1990, are developing at a slower rate than those between the two regions and other parts of the world,

La cohésion sociale représente à ce titre un cadre d'action commun, que ce soit au sein des conférences UE-ALC (Amérique latine - Caraïbes) ou des organisations internationales et de la société civile.
In this respect, social cohesion constitutes a framework for joint action, whether within the EU-LAC (Latin America – Caribbean) forum or international organisations and civil society.

As regards Latin America and the Caribbean, it is important to follow up the Lima Declaration from the EU-LAC Summit in May 2008 by developing a structured and comprehensive dialogue on migration, identifying common challenges and areas for mutual cooperation and benefiting from the activities of EU-LAC experts.
