Highlights the importance of the opinions of the EP committees annexed to the interim report, as they complement, and provide valuable guidance and further details on, the MFF/IIA negotiation guidelines laid down in this resolution; insists that the policy-specific recommendations contained in these opinions should feed the negotiations of the relevant multiannual programmes; reiterates, in this regard, its firm position that the MFF special legislative procedure should not address issues that are subject to ordinary legislative procedures;

(26) La proposition relative à la création de l'IEIT ayant été présentée après la fixation du cadre financier pluriannuel et l'adoption en codécision des programmes communautaires pluriannuels dans les domaines de l'enseignement, de la recherche ou de l'innovation, les fonds alloués à de tels programmes communautaires ne devraient pas servir à financer l'IEIT et toutes les possibilités offertes par l'AII devraient être explorées.
(26) Since the proposal for the establishment of the EIT was submitted after the adoption of the multiannual financial framework and the Community multiannual programmes in the fields of education, research and innovation under the codecision procedure, funds allocated to such Community programmes should not be used to finance the EIT, and all possibilities offered by the IIA should be explored.
