Welcomes the Commission’s decision of May 2001 to transfer the administration of Sapard financial aid to Bulgaria, which should be regarded as a major success, since it made Bulgaria the first candidate country to move on to the operational stage of the Sapard initiative; regrets however at the same time that so far during the pre-accession stage time has been lost which could have been used to provide structural support for Bulgaria’s agriculture, whose share in gross value added is still nearly 15%;
