B. considérant que l'Agence des droits fondamentaux de l'Union européenne (ci-après, l'Agence) a débuté ses activités le 1 mars 2007 à Vienne et constitue une première partie de réponse à la demande du Parlement d'établir un cadre intégré de dispositions et d'institutions en vue de conférer une force contraignante à la Charte des droits fondamentaux de l'Union européenne et d'assurer le respect du système prévu dans le cadre de la Convention européenne des droits de l'homme et des libertés fondamentales, en vue d'élaborer une politique globale de l'UE sur les droits des minorités; qu'il convient de souligner que le mandat de l'Agence couvre également les pays qui ont conclu des accords de stabilisation et d'association avec l'UE,
