23. réaffirme son soutien en faveur d'une solution provisoire et attire l'attention sur sa proposition visant à renforcer le rôle du centre d'opérations pour la Corne de l'Afrique actuellement en activité et à fournir une aide à la planification militaire et à la coordination entre les acteurs sur le terrain; demande à la VP/HR de mettre en place cette solution, dans les limites de sa taille et de ses infrastructures actuelles, afin d'optimiser l'utilisation des ressources disponibles, et d'examiner la possibilité d'élargir le périmètre géographique de ses opérations à d'autres régions importantes; estime que cet organe devrait jouir de la capacité juridique et être investi de la mission de coordonner les approvisionnements entre Bruxelles et les quartiers généraux des différentes missions, en réalisant des économies d'échelle afin de limiter au maximum les dépenses;
23. Reiterates its support for a provisional solution and draws attention to its proposal to improve the status of the currently active Operations Centre for the Horn of Africa and assist military planning and coordination among those operating on the ground; asks the VP/HR to develop such an option, within the constraints of its current size and infrastructure, in order to optimise the use of existing resources, and to examine the feasibility of widening the geographical area of operations to encompass other important regions; considers that this body should have legal capacity and be assigned the role of coordinating procurement between Brussels and individual mission headquarters, using economies of scale to maximise savings;

The current Roadmap 2014-2017 sets out concrete targets within five priority areas of cooperation agreed at the 4 EU-Africa Summit in 2014:
