(4) Subject to subsection (5), if an amount of consideration for a taxable supply of a membership (other than a membership for the lifetime of an individual) in a club, an organization or an association or an admission in respect of a place of amusement, a seminar, an activity or an event made in a specified province by a registrant to a person that is not a consumer of the membership or admission becomes due, or is paid without having become due, after October 14, 2009 and before May 1, 2010 and any part of the amount of consideration is for a part of the period of membership or admission that was not before July 1, 2010, for the purposes of applying subsection 165(2) of the Act to the supply, that part of the amount of consideration is deemed to have become due on July 1, 2010 and not to have been paid before that day and the person is required to pay, in accordance with subsection (6), the tax under subsection 165(2) of the Act payable in respect of the supply on that part of the amount of consideration.

Observes that the former Yugoslav Republic of Macedonia is taking steps to meet the criteria for membership of the EU, and takes account of the progress made in the implementation of the Stabilisation and Association Agreement signed in 2001, and of the Ohrid Framework Agreement and the recent progress in the implementation of the Commission's benchmarks; regrets however that, three years after it was granted the status of candidate for membership of the EU, accession negotiations have not yet started, which is an unsustainable situation having demotivating effects for the country, and risks destabilising the region; considers it desirable that this exceptional situation should end; urges that the process be accelerated, and recalls that Parliament in its above-mentioned resolution of 23 April 2008 expressed the hope that a decision would be taken in 2008 concerning the commencement of accession negotiations, recognising that any remaining obstacles to an early accession will have to be eliminated during the years in which the forthcoming negotiations take place; urges the Council to accelerate this process by deciding on a date for the beginning of accession negotiations, during the current year, pending full implementation of the key priorities of the Accession Partnership;

After such a review has taken place, parliament should decide what course of action is necessary, whether we should continue our membership, withhold the fee to induce reform in that organization, or withdraw fully from the organization (1050) I recommend that: Canada engage in international organizations which clearly promote conditions for expanding Canadian political and economic interests; the role of parliament be strengthened to provide genuine oversight over the activities of international organizations and the extent to which they serve Canada's national interests; Canada participate in audits and reviews in the international organizations with a view to remaining in those that advance national interests and consider withholding resources to induce reform.
