EU instruments currently used in response to the Syrian crisis, such as the European Neighbourhood Instrument (ENI) (5), the Development Cooperation Instrument (DCI) (6), the Instrument for Pre-Accession Assistance (IPA II) (7), the Instrument contributing to Stability and Peace (IcSP) (8) and funding under Council Regulation (EC) No 1257/96 concerning humanitarian aid (9) may contribute to the Facility for Refugees in Turkey within the limits laid down in the multi-annual financial framework 2014-2020.

5. est favorable à un renforcement considérable du financement alloué au programme thématique dans le domaine de l'environnement et de la gestion durable des ressources financé dans le cadre de l'ICD; conçoit que la Commission cherche à renforcer les moyens alloués à la promotion de l'énergie durable dans les pays en développement, à l'approche de la conférence des Nations unies Rio+20, prévue en 2012, ainsi qu'à l'initiative de l'Union annoncée récemment, intitulée "De l'énergie pour doper le développement", qui vise à lutter contre les inégalités en matière énergétique dans le monde en développement; réaffirme toutefois que le financement de la lutte contre le changement climatique doit venir s'ajouter au financement du développement actuellement programmé et que les fonds destinés aux principaux secteurs des OMD, comme l'éducation de base et la santé, ne devraient pas être réaffectés au profit des mesures de lutte contre le changement climatique; accueille favorablement l'augmentation proposée de la ligne budgétaire "Investir dans la population" et rappelle à la Commission les critères établis par l'Union et les engagements pris depuis la mise en place de l'ICD pour 2007-2013, visant à affecter au moins 20 % de l'ICD à l'éducation sanitaire et de base, une attention particulière étant accordée aux progrès réalisés concernant les OMD les plus négligés;
5. Supports the substantial increase in funding for the DCI’s thematic programme on the environment and the sustainable management of natural resources; understands that the Commission is seeking additional support for promoting sustainable energy for developing countries in the run-up to the 2012 UN Rio+20 Conference, and for financing the EU’s recently announced initiative on ‘Energising Development’, which addresses energy inequality in the developing world; reiterates, however, that climate financing must be additional to currently programmed development funding, and that funds for key MDG sectors, e.g. basic education and health, should not be diverted to climate action; welcomes the proposed increase for the Investing in People budget line, and reminds the Commission of the established EU benchmarks and the commitments, made since the 2007-2013 DCI began, to allocate at least 20 % of the DCI to health and basic education, with particular attention to progress on the most off-track MDGs;
