We will continue our work across the 10 priorities through 21 new initiatives: (1) to boost jobs, growth and investment we will propose a Youth Initiative, an Action Plan on the implementation of the Circular Economy and a new Multi-annual financial framework; (2) we will carry out a mid-term review of the Digital Single Market; (3) we will implement the Energy Union Strategy with work on low-emission vehicles and mobility; (4) we will build a deeper and fairer internal market by implementing the Single Market Strategy, Space Strategy for Europe and Capital Markets Union Action Plan and making proposals for Fairer taxation of companies; (5) we will present ideas for the reform of the EU at 27 and the strengthening of the Economic and Monetary Union and we will propose a European Pillar of Social Rights; (6) we will implement the Trade for All Strategy and pursue trade negotiations with our partners while strengthening our trade defence instruments; (7) we will continue to pursue a Security Union to fight terrorism and will align the rules on the protection of personal data and privacy; (8) we will deliver on the European Agenda on Migration; (9) to strengthen Europe's role as a global actor, we will present a European Defence Action Plan including a European Defence Fund, and the Commission and the High Representative will adopt an EU Strategy for Syria and implement the EU Global Strategy and Africa-EU Partnership; (10) we will adapt existing laws to the Treaty provisions on delegated and implementing acts and will assess the democratic legitimacy of existing procedures for adopting certain secondary EU acts.

Key features of the new package included legally-binding measures to block the most common methods used by companies to avoid paying tax; a recommendation to Member States on how to prevent tax treaty abuse; a proposal for the sharing of tax-related information on multinationals operating in the EU; actions to promote tax good governance internationally; and a new EU process for listing third countries that refuse to play fair. We have already made a lot of headway on these initiatives.

We see that as a core aspect of European citizenship, one that we must fulfil organically but which requires that Europe should, both internally and externally in its international actions, be a promoter and not just a passive defender of people’s fundamental rights and freedoms.

C’est pour cela qu’il importe pour nous de revoir, et d’ancrer dans nos propres esprits, l’importance décisive du rôle joué par l’Union européenne elle-même à côté des États membres. That is why it is important that we revisit, and establish in our own minds, the decisive importance of the role played by the EU itself alongside the Member States, for it is in the European Union that Europeans’ willingness to join in supranational action manifests itself, and that this international action organised under the European Union’s aegis results in action being taken across continents is a necessary consequence of the fact that a disaster of this kind knows no geographical limit to its impact, afflicting not only the people who live where it strikes, but also people from every country, including from the European Union.
