The acquis under this chapter relates to the adoption and implementation of legal and institutional measures based on international and EU compliant principles, standards and methods that should apply to the internal control systems of the entire public sector as well as the external control standards as defined by the International Organisation of Supreme Audit Institutions (INTOSAI).

34. Takes the view that political dialogue between Turkey and the EU should be complemented by a regular, structured high-level economic dialogue on issues of common concern, including trade relationships with third countries; underlines, in this regard, the interaction between the proper functioning of the rule of law and economic development; believes in the importance of developing and reinforcing Turkey’s economic, institutional and legal framework in the area of economic and monetary policy, with particular regard to the independence of the Central Bank, and believes that this could contribute to Turkey’s alignment with the acquis; notes that economic cooperation would be greatly enhanced by Turkey complying sufficiently with EU standards on public procurement, competition and employment and social policy;

As regards the Republic of Iceland and the Kingdom of Norway, except insofar as it establishes an exchange of information on the problems associated with the return of third-country nationals other than those who do not fulfil or who no longer fulfil the conditions for a short stay applicable within the territory of a Member State by virtue of the provisions of the Schengen acquis, this Decision constitutes a development of the provisions of the Schengen acquis within the meaning of the Agreement concluded on 18 May 1999 by the Council of the European Union and the Republic of Iceland and the Kingdom of Norway concerning the association of those two States with the implementation, application and development of the Schengen acquis , which fall within the areas referred to in Article 1, points A, B, C and E of Council Decision 1999/437/EC of 17 May 1999 on certain arrangements for the application of that Agreement

Au delà, la commission institutionnelle pourrait relever l'extrême difficulté d'interprétation du protocole, qui précise qu'à défaut d'adoption à temps de la décision de ventilation, les dispositions constitutives de l'acquis de Schengen continuent de relever du troisième pilier (a. 2 § 1 4è al.) mais que les propositions et initiatives fondées sur l'acquis de Schengen sont soumises aux dispositions pertinentes des Traités (a. 5 § 1, 1er al.): comprenne qui pourra.
In addition, the Committee on Institutional Affairs could emphasise how difficult it is to interpret the Protocol, which stipulates that, if the decision on classification is not taken in time, the provisions which constitute the Schengen acquis shall continue to come under the third pillar (Article 2(1), fourth subparagraph). However, it also states that proposals and initiatives to build upon the Schengen acquis shall be subject to the relevant provisions of the Treaties (Article 5(1), first subparagraph).
