25. Reiterates its deep concern about the accumulated backlog in payments, which has undermined the credibility of the EU; welcomes the adoption of a joint statement by the Commission, the Council and Parliament on a payment plan for 2015-2016 aimed at reducing this backlog to a sustainable level by the end of 2016; reminds the Commission of its commitment to closely scrutinising the implementation of the 2014-2020 programmes, setting up an early warning system and proposing the amendment of budgets without delay, should the level of authorised payments in 2016 not be sufficient;

Reiterates its deep concern about the accumulated backlog in payments; welcomes the adoption of a joint statement by the Commission, the Council and Parliament on a payment plan for 2015-2016 aimed at reducing this backlog to a sustainable level of approximately EUR 2 billion in 2016; reminds the Commission of its commitment to closely scrutinising the implementation of the 2014-2020 programmes, setting up an early warning system and providing a rolling forecast of payments by heading, including the evolution of unpaid bills and outstanding commitments;

6. estime, puisque la mise en œuvre du CFP 2014-2020 a commencé avec une certaine accumulation d'arriérés de paiements, les factures impayées au titre des programmes 2007-2013 du FSE, du FEDER et du Fonds de cohésion s'élevant, à la fin de 2014, à près de 24 771 millions d'euros, que le transfert de crédits par le PBR n 2/2015 aura un effet important sur la situation en matière de paiements dans la sous-rubrique 1b, notamment à partir de 2017, situation qui devrait être redressée;

Considers that, given that the implementation of the 2014-2020 MFF started with a significant backlog in payments, with unpaid bills amounting at the end of 2014 to some EUR 24 771 million for the 2007-13 programmes of the ESF, ERDF and Cohesion Fund, the transfer of appropriations under DAB No 2/2015 will have an important impact on the payments situation under heading 1b, in particular from 2017, which should be addressed;

8. réaffirme à cet égard que l'accumulation d'arriérés de paiements dans la sous-rubrique 1b est un sujet d'importance structurelle et politique qui requiert une solution à long terme, éventuellement dans le cadre de l'examen du CFP et de sa révision à mi parcours au titre de l'article 2 du règlement CFP.
8. Reiterates in this context that the payments backlog under heading 1b is an issue of structural and political relevance, which requires a long term solution, possibly in the context of the MFF mid-term review/revision under Article 2 of the MFF Regulation;

- support – beyond the implementation of the extended HIPC initiative – the creation and implementation of alternative, tailor-made options for those post-conflict countries with sizeable external arrears which will not have been able to benefit from the HIPC initiative, so that they can better tackle the problem of having fragile institutions and most of the debt stock in arrears;

4. Sans préjudice des dispositions de l’article IX de la présente convention, et à moins que la Commission n’en décide autrement, si un membre de la Commission accumule des arriérés de contributions d’un montant égal ou supérieur à la somme des contributions qu’il doit au titre des vingt-quatre mois précédents, ce membre n’a pas le droit de participer à la prise de décisions au sein de la Commission avant d’avoir satisfait à ses obligations en vertu du présent article.
4. Notwithstanding the provisions of Article IX of this Convention, unless the Commission decides otherwise, if a member of the Commission is in arrears in the payment of its contributions by an amount equal to or greater than the total of the contributions due from it for the preceding twenty-four (24) months, that member shall not have the right to participate in decision-making in the Commission until it has fulfilled its obligations pursuant to this Article.
