85. rappelle que le Parlement met en œuvre la réduction visée de 5 % du personnel pour la troisième année consécutive, conformément à la lettre et à l'esprit de l'accord interinstitutionnel; souligne que, à cette fin, 171 postes permanents ont été supprimés du tableau des effectifs depuis 2014 ; souligne que, dans le but de satisfaire pleinement à la réduction de 5 % du personnel, il conviendra de procéder à deux nouvelles réductions annuelles de 57 postes d'ici à 2018;

Draws Council’s attention to the annexed Working Document highlighting modifications to the proposal for a Council Regulation laying down the MFF for the years 2014-2020 and to the proposal for an Interinstitutional Agreement on cooperation in budgetary matters and sound financial management; advises that further modifications may become necessary depending on how negotiations on the MFF progress; points out that the Interinstitutional Agreement can be finalised only after the MFF procedure has been completed;

Underlines in this respect Points 42 and 43 of the new InterinstitutionalAgreement; specifically emphasises the need for the Council to consult Parliament on a forward-looking document setting out the main aspects and basic choices of the CFSP, including their financial implications, by 15 June each year in full accordance with the new Interinstitutional Agreement; underlines that an evaluation of the measures launched in the previous year is to be included and believes that, taken together, this could provide the basis for genuinely improved democratic scrutiny;

38. souhaite le maintien d'une structure qui facilite le contrôle, par l'autorité budgétaire, des dépenses administratives de la Commission, et est donc hostile à la proposition prévoyant de retirer ces dépenses de la rubrique 5; considère néanmoins que le système d'établissement du budget par activité (EBA) introduit pour la nomenclature budgétaire devrait être maintenu et mieux développé; préconise donc que les dépenses administratives de la Commission continuent de figurer sous chaque domaine politique, mais que l'on prévoie, en dehors du tableau des perspectives financières, un plafond contraignant, que seule l'autorité budgétaire pourrait décider de relever, en utilisant tout moyen qu'offrirait le futur accord interinstitutionnel; souligne que la rigueur budgétaire doit être encouragée par toutes les institutions de l'UE;
38. Is willing to maintain a structure which facilitates control by the budgetary authority over the Commission's administrative expenditure and is therefore against the proposal to remove this expenditure from Heading 5; considers nevertheless that the Activity-Based Budgeting (ABB) system introduced for the budgetary nomenclature should be preserved and further developed; is therefore in favour of leaving the Commission's administrative expenditure within each policy area but of establishing a binding ceiling outside the Financial Perspective table, with the possibility for this ceiling to be increased only by a decision of the budgetary authority, using any means offered by the future Interinstitutional Agreement; stresses that budgetary rigour should be upheld by all the EU institutions;

20. attend de la Commission qu'elle donne des suites positives, d'ici au 30 avril 2000, aux projets pilotes et actions préparatoires inscrits dans le budget 2000 et dans les futurs budgets; attire l'attention, à ce propos, sur le point 37 de l'accord interinstitutionnel; souligne que ces lignes budgétaires constituent un laboratoire expérimental pour la construction européenne et qu'elles doivent donc donner lieu à une évaluation sérieuse et à une diffusion des meilleurs résultats en vue du développement de nouveaux programmes ou de nouvelles actions; s'engage donc à suivre avec une attention toute particulière, avec l'aide de ses commissions spécialisées, les travaux menés par la Commission dans ce domaine afin de garantir l'utilisation efficace des fonds publics;
20. Expects the Commission to give a positive follow-up to the pilot projects and preparatory actions entered in the Budget 2000 by 30 April 2000 and to those entered in future budgets; draws attention in this connection to paragraph 37 of the Interinstitutional Agreement of 6 May 1999; points out that those budget lines serve as a testbed for European integration and must therefore give rise to a thorough assessment and circulation of the best results with a view to the development of new programmes or measures; undertakes therefore to monitor extremely closely, with the help of its specialised committees, the work carried out by the Commission in this area so as to ensure that public funds are used in an effective manner;
