Reminds the Commission that, under the IIA of 17 May 2006, most financial resources for the environment policy areas are concentrated under heading 2; notes the IIA decision to distribute an additional EUR 100 million to heading 2, of which EUR 50 million are being reserved for the new financial instrument for the environment LIFE+; recalls that a final agreement on LIFE+ for the years 2007-2013 was reached on 27 March 2007; stresses the importance of leaving sufficient margins until all pending legislative procedures are completed;

Un montant de référence financière, au sens du point 38 de l'accord interinstitutionnel du 17 mai 2006 entre le Parlement européen, le Conseil et la Commission sur la discipline budgétaire et la bonne gestion financière (6), est inséré dans le présent règlement pour l'ensemble de la durée de l'instrument, sans que cela n'affecte les compétences de l'autorité budgétaire définies par le traité CE.
A financial reference amount, within the meaning of point 38 of the Interinstitutional Agreement of 17 May 2006 between the European Parliament, the Council and the Commission on budgetary discipline and sound financial management (6), is included in this Regulation for the entire duration of the instrument, without thereby affecting the powers of the budgetary authority as they are defined by the EC Treaty.

In order to avoid undue delay in approving this measure which the Committee on Budgets intends to adopt as soon as possible, we are pleased to inform you that the Committee on Regional Development has no objection to the mobilisation of the EU Solidarity Fund to allocate the above mentioned amounts to the Financial Framework heading concerned, as proposed by the Commission and in accordance with the rules laid down in the Interinstitutional Agreement of 17 May 2006 and in Council Regulation (EC) No 2012/2002.

In order to avoid undue delay in approving these measures, we are pleased to inform you that the Committee on Regional Development has no objection to the proposed mobilisations of the European Globalisation Adjustment Fund to allocate the above-mentioned amounts as proposed by the Commission, and in accordance with the rules laid down in the Interinstitutional Agreement of 17 May 2006 and in Regulation (EC) No 1927/2006 of the European Parliament and of the Council of 20 December 2006 establishing the European Globalisation Adjustment Fund.

Provision should be made for the Council to determine the amount for Community support to rural development under this Regulation for the period from 1 January 2007 to 31 December 2013, its annual breakdown and the minimum amount to be concentrated in regions eligible under the Convergence Objective in accordance with the financial perspective for the period 2007 to 2013 and the Interinstitutional Agreement on budgetary discipline and improvement of the budgetary procedure for the same period.
