52. souligne que les partenaires euro-méditerranéens doivent établir de nouveaux programmes afin d'encourager la coopération à la fois entre les autorités policières et entre les autorités judiciaires et faire en sorte que la lutte contre la criminalité organisée et le terrorisme fassent l'objet d'une action concertée; demande que tous les pays ratifient au plus tôt la Convention des Nations unies contre la criminalité transnationale organisée et ses protocoles concernant la traite des personnes et le trafic illicite des migrants; souligne que les partenaires euro-méditerranéens sont également attachés aux droits de l'homme et aux libertés fondamentales et invite dès lors le Conseil, les États membres et la Commission à œuvrer activement à l'objectif de l'accord euro-méditerranéen consistant à assurer le respect des droits de l'homme au moyen d'un dialogue politique permanent avec les pays partenaires; souligne en outre qu'ils sont également concernés par le terrorisme, ce qui devrait leur permettre de conjuguer leurs efforts pour dissuader les éléments entrés en dissidence de recourir au terrorisme et de perpétrer des attentats violents, pour permettre aux pouvoirs publics de prévenir le terrorisme et pour défendre les droits de l'homme dans la lutte contre le terrorisme; rappelle que les actes terroristes, de quelque nature qu'ils soient, constituent par définition une violation directe des droits et des libertés des citoyens, tels qu'ils sont repris dans la déclaration universelle des droits de l'homme, de la démocratie et de l'État de droit;
52. Underlines the need for Euro-Mediterranean partners to establish new programmes in order to encourage cooperation both between police authorities and between judicial authorities and to ensure a joint approach to the fight against organised crime and terrorism; calls for all countries to ratify the United Nations Convention against Transnational Organized Crime and its additional protocols against trafficking in persons and the smuggling of migrants; stresses the fact that Euro-Mediterranean partners share a commitment both to human rights and to fundamental freedoms and therefore calls on the Council, the Member States and the Commission to actively support the aim of the Euro-Mediterranean agreement to ensure observance of human rights by means of a permanent political dialogue with the partner countries; also stresses that they share a common experience of terrorism, which should allow them to work together in dissuading disaffected groups from choosing terrorist methods and carrying out violent attacks, in developing state capacity to combat terrorism and in defending human rights in the struggle against terrorism; points out that terrorist acts, of whatever kind, essentially involve a direct attack on citizens" rights and freedoms as laid down in the Universal Declaration of Human Rights, on democracy and on the rule of law;

4. demande au Conseil et à la Commission de continuer à assurer, en collaboration avec la communauté internationale, la fourniture de l'aide humanitaire essentielle à la population palestinienne, en accordant une attention particulière aux besoins spécifiques des groupes particulièrement vulnérables; prie instamment le Conseil et la Commission de faire en sorte que, conformément à l'accord euro-méditerranéen établissant une association avec Israël et à l'accord d'association euro-méditerranéen intérimaire avec l'Autorité palestinienne , le droit humanitaire international et les droits de l'homme soient pleinement respectés dans cette zone, y compris par les acteurs non étatiques, afin que soit établi un "espace humanitaire";
4. Calls on the Council and the Commission to continue to guarantee, together with the international community, essential humanitarian aid for the Palestinian population, with special regard to the specific needs of particularly vulnerable groups; urges the Council and the Commission to ensure, in compliance with the Euro-Mediterranean Association Agreement with the State of Israel and the Euro-Association Interim Agreement with the Palestinian Authority , that international humanitarian law and human rights are fully respected in the area, including by non-state actors, in order to establish a humanitarian area;

Il est profondément regrettable que le bilan des accords euro-méditerranéens conclus, à la date d'aujourd'hui, soit si modeste: seul l'accord d'association avec la Tunisie est entré en vigueur, trois accords ont été signés avec Israël, le Maroc et la Jordanie mais ne sont pas en vigueur et trois autres accords sont en cours de négociation avec le Liban, l'Algérie et la Syrie.
We can only deplore the fact that a balance sheet for the Euro-Mediterranean Agreements concluded to date is so unimpressive: only the Association Agreement with Tunisia has come into force; three have been signed with Israel, Morocco and Jordan, but are not in force, and three are under negotiation with Lebanon, Algeria and Syria.
