Je sais que, même si un accord est atteint aujourd’hui, il sera trop tard pour un accord officiel en première lecture sous la présidence tchèque, mais je crois savoir qu’il existe en principe déjà un accord politique substantiel au sein du Conseil, grâce au travail déjà effectué par la présidence, et je l’en remercie.
I recognise that any agreement today will come too late for a formal first-reading agreement during the Czech Presidency, but I understand that there is already substantial political agreement within the Council in principle, thanks to the work the Presidency has already done, and I wish to thank it for that.

Cela constituerait, dans l’accord commercial, un point de départ vers une coopération accrue, et cela rapprocherait le cadre de notre dialogue avec le Turkménistan du niveau déjà atteint avec d’autres pays de la région.

This Chapter does not preclude an employer granting to persons who have already reached the retirement age for the purposes of granting a pension by virtue of an occupational social security scheme, but who have not yet reached the retirement age for the purposes of granting a statutory retirement pension, a pension supplement, the aim of which is to make equal or more nearly equal the overall amount of benefit paid to these persons in relation to the amount paid to persons of the other sex in the same situation who have already reached the statutory retirement age, until the persons benefiting from the supplement reach the statutory retirement age.

Des gains d’efficience pourraient être obtenus en séparant mieux les bourses préparatoires et les projets de consortiums communs proprement dits ainsi qu’en consacrant les fonds destinés à favoriser la mobilité des étudiants et des personnels aux seuls projets qui ont déjà atteint un stade plus avancé dans l’élaboration d’un cadre de coopération, notamment ceux qui bénéficient déjà du soutien univoque des institutions, d’un bon réseau, ou d’un accord en matière de reconnaissance des unités de cours capitalisables, de sélection des étudiants et de procédures préparatoires.
Efficiency gains could be achieved by better separating preparatory grants and full implementation projects and by providing funding for student and staff mobility only to projects that are at a more advanced stage in developing a framework of cooperation, such as an unambiguous institutional backup, a good working network, or an agreement on credit recognition and on student selection and preparation procedures.

La seule manière de résoudre cette question - quant à savoir si oui ou non un droit garanti par le Traité a été enfreint - est de demander à la Cour de justice une décision préjudicielle, avant de signer l’accord, afin de ne pas devoir finir par annuler un accord déjà rédigé, étant donné que cela porterait atteinte à nos relations.
The only way to solve the matter – as to if it is true or if it is not true that a right in the Treaty has been breached – is to ask the Court of Justice for a ruling in advance, before signing the agreement, so that we do not end up nullifying an agreement that has already been drawn up, since this would damage relations.

The Council also confirmed the agreement already reached in the Permanent Representatives Committee on 13 September concerning other aspects of the Presidency compromise, namely, the principle of the inclusion of a multiannual reference amount still to be fixed , the need for an opinion from the MED Committee on strategy documents, the improvement of on-the-spot coordination between the Commission and the Member States, the principle of an annual meeting of the MED Committee to discuss implementation of Structural Adjustment Facilities and an agreement in principle on a mechanism for release of dormant commitments ("sunset clause") that the Commission undertook to apply to all external aid programmes as of the 2001 budget, the future examination in the more general context of the effectiveness of the Union's external aid of the possibility of entrusting the execution of certain projects to national agencies.
