C'est ce que l'accord du lac Meech voulait faire et encore c'était modeste, timide, comme démarche. Mais ce pouvoir de dépenser n'est pas balisé, non plus que le pouvoir de prélever tout l'impôt que le gouvernement fédéral veut, indépendamment des besoins.
The Meech Lake agreement would have solved this problem, albeit in a somewhat modest and timid way however for now there is no limit to the spending power of the federal government nor to its power to levy all the taxes it wants, regardless of need.

Je ne peux m'empêcher de penser que beaucoup de Québécois ont déjà constaté que la notion de société distincte avait perdu de sa valeur, ayant été écartée par le rejet de l'Accord du lac Meech, le rejet d'un accord par une opinion publique canadienne, contrairement à ce que prétendait le député de Lac-Saint-Louis qui voulait faire porter le blâme du rejet de cet accord sur un certain nombre de personnes et un certain nombre d'institutions.

Takes note of the agreement reached in June 2014 between SOCO International and the conservation group WWF, in relation to WWF’s complaint to the UK National Contact Point (NCP) on SOCO’s lack of compliance with the OECD Guidelines for Multinational Enterprises, according to which the company commits not to undertake or commission any exploratory or other drilling within Virunga National Park unless UNESCO and the DRC Government agree that such activities are not incompatible with its World Heritage Status; notes that such conditional agreement offers no guarantees as to the cessation of any oil-related activity in the park; points out that the ambiguous position of SOCO International leaves the door open to the park being fully or partially declassified for oil drilling; observes that the concession that SOCO has been exploring is located in and around Lake Edward, an area which is home to dozens of iconic (and some endangered) species, including chimpanzees, elephants, crocodiles and lions; calls, therefore, on SOCO International plc and its DRC-registered company to stop all exploration and exploitation within Virunga permanently and to respect the park’s current boundaries; calls also on the DRC Government to cancel the oil exploration permits granted within the property of Virunga National Park, as requested by the World Heritage Committee;

La société distincte de l'Accord du lac Meech voulait dire qu'il y aurait, dans la Constitution du Canada, une clause qui aurait priorité sur les articles 91 et 92, essentiellement les deux articles qui traitent de la répartition des pouvoirs entre les provinces et le fédéral.

So, without many people knowing about it, I certainly was not awareof it, people decided to move closer to the views held by the future Prime Minister, so that he, since he controlled the leaders of the provincial Liberal parties who were blocking the Meech Lake accord, could remove the obstacles and ensure that the accord would be signed, albeit with a revised content.
