Commends Indonesia for its efforts to work in partnership with the EU to eradicate the trade in illegal timber and timber products; notes the signature of the Forest Law Enforcement, Governance and Trade Voluntary Partnership Agreement (FLEGT –VPA) between the EU and Indonesia in September 2013; notes that the Indonesian timber product exports to the EU rose by 114 % in the first quarter of 2013; looks forward to the issuance of FLEGT licences, which certify the legality of timber and timber products, for the importation of Indonesian timber and timber products into the EU, once both sides have assessed that Indonesia's Timber Legality Assurance System (TLAS) is sufficiently robust; and expects that joint regular assessments will examine the capacity of relevant players to implement the FLEGT-VPA;

The agreement identifies ways to ensure a credible licensing scheme as a measure to that only timber products that are legally produced enter the market, and confirms the very existence and operating mechanisms of the International Tropical Timber Organisation (ITTO), established by the International Tropical Timber Agreement, 1983.

25. invite l' Union à plaider pour un renforcement des contrôles internationaux sur le commerce illégal de bois et le commerce de l'ivoire; demande à l' Union de défendre les principes définis par le plan d'action de l' Union relatif à l'application des réglementations forestières, à la gouvernance et aux échanges commerciaux (FLEGT, Forest Law Enforcement, Governance and Trade Action Plan) ainsi que d'encourager la Chine à appliquer des principes similaires à ses propres importations de bois en provenance d'Afrique, en vue de mettre un terme au commerce illégal du bois et de promouvoir la gestion durable des forêts; invite la Commission à présenter sans tarder des propositions visant à interdire toutes les importations de bois et de produits dérivés du bois d'origine illégale sur le territoire de l' Union en vue de décourager la Chine d'utiliser, pour ses exportations de meubles, du bois africain de provenance illégale; encourage la Commission à étendre le champ de ses négociations portant sur des accords volontaires de partenariat avec des pays tiers; invite l'Union à promouvoir le renforcement d'initiatives similaires, comme les FLEGT africaines et asiatiques;
25. Urges the EU to advocate tougher international controls of illegal timber and the ivory trade; calls on the EU to advocate the principles outlined in the EU Forest Law Enforcement, Governance and Trade Action Plan (FLEGT), as well as encourage China to adopt similar principles in its own imports of timber from Africa, in order to halt trade in illegal timber and promote the sustainable management of forests; calls on the Commission to come forward with early proposals to outlaw all illegally-sourced timber and timber product imports into the EU in order to discourage China from illegally sourcing African timber for its furniture exports; encourages the Commission to expand the scope of its negotiations on voluntary partnership agreements with third countries; calls on the EU to support the strengthening of similar initiatives, such as the African and Asian FLEGTs;

M.
