Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. As the Council decided on July 2014 to split the conclusion of the EU-Ukraine Association Agreement into two decisions, one concerning the Association Agreement, without the provision relating to the treatment of third-country nationals, and one concerning the provision relating to the treatment of third-country nationals legally employed as workers in the territory of the other party, as included in Article 17 of the Agreement, arguing the latter falls within the scope of Part III, Title V of the Treaty on the Functioning of the European Union (Article 79 (2) (b) thereof), consent by the European Parliament to Article 17 of the Agreement falls under the responsibility of the Committee on Civil Liberties, Justice and Home Affairs (LIBE).

Welcomes the reference to the interparliamentary relations, explicitly made in Article 5(2) of the new agreement, and reiterates that this dialogue should especially take place within the framework of the Euro-Mediterranean Parliamentary Assembly, the creation of which was decided in April 2002 at the Euro-Mediterranean Ministerial meeting in Valencia and whose main task should be the follow-up and parliamentary control of the Euro-Mediterranean Association Agreements; calls, therefore, on the Council to set up this Euro-Mediterranean Parliamentary Assembly in close contact with the parliaments involved as soon as possible;

(b) the Association Committee shall, no later than six months after the entry into force of this Agreement, establish a list of at least five individuals who are not nationals of either Party, and who are willing and able to serve as arbitrators and be identified as chairperson of arbitration panels in financial services. The Association Committee shall ensure that the list always contains five individuals at any point in time. Those individuals shall have expertise or experience in financial services law or practice, which may include the regulation of financial institutions, be independent, serve in their individual capacities and not be affiliated with, nor take instructions from, any Party or organisation and shall comply with the Code of Conduct set out in Annex XVI. Such list may be amended every three years.
