2. Le mécanisme de surveillance La modification apportée aujourd'hui prévoit entre autres le classement des produits en trois catégories auxquelles correspondent différents niveaux d'obligations administratives et de rigueur des contrôles et le renforcement des mesures de surveillance déjà en vigueur. a) vigilance des opérateurs : la tenue de registres par les opérateurs économiques concernés (importateurs, fabricants, distributeurs ...); ils doivent signaler aux autorités compétentes toute transaction suspecte et donc être formés pour apprendre à les détecter, b) surveillance administrative : les commandes et transactions sont surveillées par les pouvoirs publics au moyen de registres des opérateurs; ceux-ci doivent expressément être agréés sur la base de leurs compétences et de leur intégrité, - 3 - c) autorisation d'exporter : selon la catégorie à laquelle appartient le produit, les obligations diffèrent. Pour les catégories 1 et 2 chaque exportation doit être soumise à autorisation avec identification du destinataire final, de tous les intermédiaires, précision de l'itinéraire et des modalités de transport. Pour les produits de la catégorie 3 une autorisation d'exporter n'est requise que lorsqu'ils sont destinés à un pays tiers d'une zone "sensible" ou ayant conclu un accord avec la Communauté.
2. The monitoring system Among the changes made is a classification of the substances into three categories which determine the administrative obligations, strictness of checks and strengthening of existing monitoring measures involved (a) Vigilance on the part of operators: the economic operators involved (importers, manufacturers, distributors, etc.) must keep a register and inform the appropriate authorities of any suspicious transaction; they must therefore be instructed in how to detect such transactions (b) Administrative monitoring: orders and transactions should be monitored by the authorities through the registers kept by operators, who must themselves be approved on the basis of responsibilities and integrity (c) Export authorizations: obligations will differ according to product category: for categories 1 and 2, all exports must be authorized and details must be given of the final consignee, all middlemen, the itinerary and means of transport involved; for category 3, an export authorization is necessary only if the destination is a third country in a "sensitive" area or one which has made an agreement with the Community.

Among the Communication's main recommendations are the following: - it recommends a far-reaching review of the Agreement on Technical Barriers to Trade (TBT) be agreed at the WTO Ministerial Meeting in Singapore. - It recommends giving high priority to standards issues in the WTO accession negotiations of Russia, China, Ukraine, Saudi Arabia and others, and through the WTO Trade Policy Review Mechanism. - It calls for priority to be given to standards and TBT questions in bilateral trade relations, as a major component of the Market Access Strategy launched by the Commission yesterday. - It suggests reviewing whether the EU's relations with international standards and rule-making organisations needs to be strengthened. - On Mutual Recognition Agreements (MRAs), the Communication suggests that synergy be sought between mutual recognition, technical cooperation programmes and international harmonisation of standards and rules.
