10. considère qu'un premier traité peut être élaboré dans le respect de la situation juridique et institutionnelle actuelle; propose dans ce sens que le Conseil européen de Nice donne mandat au Conseil, pour adopter ce traité réorganisé, sur proposition de la Commission, après consultation de la Cour de justice et avis conforme du Parlement européen, ainsi qu'approbation par les parlements nationaux;

Considers that an initial Treaty can be drafted in keeping with the existing legal and institutional situation; proposes with a view to this that the Nice European Council give a mandate to the Council to adopt such a reorganised Treaty on a proposal from the Commission, following consultation of the Court of Justice and after receiving the assent of the European Parliament and the approval of the national parliaments;
