L’objectif est de collecter des informations concernant le transport maritime à courte distance grâce aux contributions de l’Organisation des ports maritimes européens (ESPO) jusqu’au moment où la Directive sur les statistiques maritimes procure des informations suffisantes qui permettent des comparaisons.
The objective is to collect information on short sea shipping from the European Sea Ports Organisation (ESPO) until the directive on maritime statistics provides sufficient information to enable comparisons to be made.

Le 22 mai 2001, le Parlement européen et le Conseil ont adopté la décision n° 1346/2001/CE[9] modifiant les orientations adoptées en 1996 en ce qui concerne les ports maritimes, les ports de navigation intérieure et les terminaux intermodaux ainsi que le projet n° 8 de l’annexe III. Cette décision précise que les points d'interconnexion incluant des ports maritimes, des ports intérieurs et des terminaux intermodaux constituent une condition préalable à l'intégration des différents modes de transport dans un réseau multimodal.
Decision No. 1346/2001/EC[9], amending the guidelines adopted in 1996 as regards seaports, inland ports and intermodal terminals, as well as project No. 8 in Annex III, was adopted by the European Parliament and the Council on 22 May 2001. The Decision states that interconnection points, including seaports, inland ports and intermodal terminals, are a pre-condition for the integration of the different transport modes in a multimodal network.

Pour ce qui est des ports, les États membres peuvent à présent réaliser des investissements publics allant jusqu'à 150 millions d'euros dans les ports maritimes et jusqu'à 50 millions d'euros dans les ports intérieurs, et ce en toute sécurité juridique et sans contrôle préalable de la Commission.
