Notes that the air transport sector is not regulated on a worldwide basis as it is not covered by the WTO; calls on the Commission to negotiate with the International Civil Aviation Organization (ICAO) in order to push for worldwide regulation for fair applicable competitiveness rules; underlines the importance of globally agreed rules within the ICAO, in order to reduce aviation emissions; recognises that the ICAO is committed to the development of a global market-based mechanism;

3. observe que l'Organisation de l'aviation civile internationale (OACI) s'est engagée en faveur du développement d'un mécanisme fondé sur le marché mondial pour réduire les émissions de l'aviation; déplore néanmoins l'absence d'avancées et d'ambition jusqu'à présent; attire l'attention sur la nécessité de règles définies au niveau mondial au sein de l'Organisation de l'aviation civile internationale (OACI) et de l'Organisation maritime internationale (OMI) pour la satisfaction des objectifs des secteurs aérien et maritime en matière d'émissions de CO2; invite toutes les parties à s'engager en faveur d'un instrument efficace et structurel et de mesures garantissant la réduction des émissions de CO2 dans l'aviation; invite l'OMI à accélérer les actions en vue de parvenir à un accord pour réglementer efficacement et réduire les émissions du transport maritime international d'ici la fin de l'année 2016;

Recognises that the International Civil Aviation Organisation (ICAO) has committed to the development of a global market-based mechanism to reduce aviation emissions; deplores, however, the lack of progress and ambition until now; draws attention to the fact that globally agreed rules within the ICAO and the International Maritime Organisation (IMO) are required for aviation and maritime CO2 emission targets to be met; calls on all parties, therefore, to commit to an instrument and measures of an effective and structural nature guaranteeing reductions of CO2 emissions in aviation; calls on the IMO to speed up actions with a view to an agreement being reached to effectively regulate and decrease emissions from international shipping by the end of 2016;

(d) "Marginally compliant aircraft" shall mean civil subsonic jet aeroplanes, that meet the certification limits laid down in Volume 1, Part II, Chapter 3 of Annex 16 to the Convention on International Civil Aviation by a cumulative margin of not more than 5EPNdB (Effective Perceived Noise in decibels), whereby the cumulative margin is the figure expressed in EPNdB obtained by adding the individual margins (i.e. the differences between the certificated noise level and the maximum permitted noise level) at each of the three reference noise measurement points as defined in Volume 1, Part II, Chapter 3 of Annex 16 to the Convention on International Civil Aviation.
