2.1. Un programme prudent d'activité doit être présenté par les cofinanceurs ou les parrains du fonds, précisant, entre autres, le marché cible, les critères, termes et conditions de financement, le budget opérationnel du fonds, le régime de propriété et les partenaires de cofinancement, le professionnalisme, la compétence et l'indépendance de la gestion, les statuts du fonds, la justification et l'utilisation prévue de la contribution des Fonds structurels, la politique de sortie des investissements et les règles de liquidation du fonds, y compris la réutilisation des ressources attribuables à la contribution des Fonds structurels.
2.1. A prudent business plan shall be submitted by the co-financiers or sponsors of the fund specifying, inter alia, the targeted market, the criteria, terms and conditions of financing, the operational budget of the fund, the ownership and co-financing partners, the professionalism, competence and independence of the management, the fund's by-laws, the justification and intended utilisation of the Structural Funds' contribution, the investment exit policy, and the winding-up provisions of the fund, including the reutilisation of returns attributable to the contribution from the Structural Funds.
