As regards Iceland and Norway, this [INSTRUMENT] constitutes a development of the provisions of the Schengen acquis within the meaning of the Agreement concluded by the Council of the European Union and the Republic of Iceland and the Kingdom of Norway concerning the latters' association with the implementation, application and development of the Schengen acquis* which fall within the area referred to in Article 1, point [...], of Council Decision 1999/437/EC of 17 May 1999 on certain arrangements for the application of that Agreement**.

Le Conseil se félicite des progrès continuels enregistrés depuis 2010 dans les négociations concernant le processus d'adhésion de l'Islande à l'UE, prend note des conclusions que la Commission a communiquées au Conseil et au Parlement européen, le 10 octobre 2012, dans son rapport sur les progrès accomplis par l'Islande et renvoie à ses conclusions du 11 décembre 2012 sur l'élargissement.
The Council welcomes the continued progress made in the negotiations on the EU accession process of Iceland since 2010, takes note of the findings presented by the Commission on 10 October 2012 to the Council and the European Parliament in the Progress Report on Iceland and refers to its conclusions on enlargement of 11 December 2012.

Welcomes the agreement achieved between the representatives of the Governments of Iceland, the Netherlands and the UK on the Icesave issue, notably on guaranteeing the repayment of costs incurred in payment of minimum guarantees to depositors in branches of Landsbanki Islands hf. in the UK and the Netherlands; welcomes the approval by a three-quarters majority of the agreement by the Icelandic Parliament on 17 February 2011; takes note of the decision of the President of Iceland to refer the bill to a referendum and hopes for an end to the infringement procedure which started on 26 May 2010, brought by the EFTA Surveillance Authority against the Government of Iceland;

16. Calls for a bilateral agreement to be concluded on arrangements for the repayment of loans totalling EUR 3.9 billion to the Governments of the UK and the Netherlands; stresses that reaching an agreement acceptable to all parties will restore confidence in Iceland's ability to honour its commitments, including compliance with all obligations under the EEA agreement, and will strengthen the public support, both in Iceland and in the EU, for the Icelandic accession process;

On 19 January 2001 the European Community concluded with the Republic of Iceland and the Kingdom of Norway an agreement concerning the criteria and mechanisms for establishing the State responsible for examining a request for asylum lodged in a Member State or in Iceland or Norway.

Le Comité mixte au niveau ministériel (UE + Islande et Norvège) s'est réuni en marge du Conseil dans le cadre des arrangements Schengen, sous la présidence de M. Björn BJARNASON, ministre de la justice et des affaires ecclésiastiques de l'Islande.
In the margins of the Council, the Mixed Committee at Ministerial level (EU + Iceland and Norway) met in the context of the Schengen arrangements under the chairmanship of Mr Björn BJARNASON, Minister for Justice and Ecclesiastical Affairs of Iceland.

In addition, the Council authorised the Commission to negotiate with Iceland and Norway the conclusion of a Protocol pursuant to Article 12 of the Agreement between the EC and Iceland and Norway concerning the criteria and mechanisms for establishing the State responsible for examining a request for asylum lodged in a Member State or in Iceland or Norway.

Les pays d'Europe Centrale et Orientale la Bulgarie, l'Estonie, la Hongrie, l'Islande, la Lettonie, la Lituanie, la Norvège, la Pologne, la Roumanie, la Slovénie et la République tchèque et le Chypre associés à l'Union européenne et les pays de l'AELE, l'Islande et la Norvège, membres de l'Espace Economique Européen se rallient à cette déclaration.
The countries of Central and Eastern Europe, Bulgaria, the Czech Republic, Estonia, Hungary, Iceland, Latvia, Lithuania, Norway, Poland, Romania, Slovenia and Cyprus, associated to the European Union, the EFTA countries Iceland and Norway members of the European Economic Area align themselves with this declaration.
