TRADUCTIONS EN CONTEXTE

La Commission européenne a déjà annoncé un plan d’investissement qui libèrera au moins 315 milliards d’euros d'investissements publics et privés pour l’économie au cours des trois prochaines années au moyen du nouveau Fonds européen pour les investissements stratégiques (Fonds ESI)[6] et elle a publié une communication sur le financement à long terme de l’économie européenne qui définit une série de mesures visant à stimuler l'investissement.
The European Commission has already announced an Investment Plan that will unlock public and private investments in the economy of at least €315 billion over the next three years with the establishment of the new European Fund for Strategic Investments (EFSI)[6] and published a Communication on long term financing of the European economy setting out a range of measures to boost investment.

Prenant appui sur la dynamique du plan d'investissement pour l'Europe, qui avait déjà mobilisé 164 milliards d'EUR d'investissements à la fin de 2016, la plateforme d'aide au financement de l'économie circulaire renforcera les liens entre les instruments existants, comme le Fonds européen pour les investissements stratégiques (FEIS) et l'initiative «InnovFin – Financement européen de l'innovation» au titre du programme «Horizon 2020», et pourra permettre le développement de nouveaux instruments financiers destinés aux projets de l'économie circulaire.
Building on the momentum of the Investment Plan for Europe, which has already mobilised investments worth EUR 164 billion by end-2016. The Circular Economy Finance Support Platform will enhance the link between existing instruments, such as the European Fund for Strategic Investments (EFSI) and the InnovFin - EU Finance for Innovators initiative backed by Horizon 2020, and potentially develop new financial instruments for circular economy projects.

Maintains that strategic planning should be laid down for blue economy activities, as should forms of direct financing and an action plan, in order to galvanise this sector into life by 2020; considers that each of the activities singled out should encompass specific ideas on subjects ranging from research cooperation through infrastructure investment and cooperation arrangements, which Member States should be called upon to implement by making use of EU funds, financing from the European Investment Bank (EIB), and private-sector involvement, following the practices applied under or using the European Fund for Strategic Investments, whose aim is to foster significant infrastructure investments and ensure the financing of innovative projects; thus asks the Commission to add the development of the blue economy as one of the requirements to be met for a project to be eligible for access to the European Strategic Investment Fund;

34. Regrets that the regulation establishing the European Fund for Strategic Investment only refers to the social and solidarity-based economy sector in its recitals; calls on the Commission to continue promoting the social investment approach as presented in the Social Investment Package, and for projects relating to the social and solidarity-based economy to be taken into account when assessing European Strategic Investment Fund projects;
