[22] The Commission's remarks in Communication National Roma Integration Strategies: a first step in the implementation of the EU Framework, COM(226)2012 final, 26.5.2012 are still valid today: 'The current situation of Roma living in poor conditions in enlargement countries had consequences in terms of the increased number of Roma temporarily migrating to EU Member States under visa-free regime and even applying for asylum. This can have a negative impact on the visa liberalisation, which is one of the greatest achievements towards the integration of the Western Balkans into the EU".

Comme le président Juncker l'avait annoncé dans son discours sur l'état de l'Union de 2017, la Commission a adopté aujourd'hui une stratégie intitulée «Une perspective d'élargissement crédible ainsi qu'un engagement de l'Union européenne renforcé pour les Balkans Occidentaux», confirmant que l'avenir européen de la région constitue un investissement stratégique dans une Europe stable, solide et unie, fondée sur des valeurs communes.Cette stratégie énonce les priorités et domaines de coopération commune renforcée, en abordant les défis spécifiques auxquels sont confrontés les Balkans occidentaux, notamment la nécessité de mettre en œuvre desréformes fondamentales et d'instaurer des relations de bon voisinage.Une perspective d'élargissement crédible requiert des efforts soutenus et des réformes irréversibles.Les progrès sur la voie de l'adhésion à l'Union européenne constituent un processus objectif et fondé sur le mérite, qui dépend des résultats concrets atteints par chacun des pays.
As President Juncker announced in his 2017 State of the Union address, the Commission adopted today a strategy for 'A credible enlargement perspective for and enhanced EU engagement with the Western Balkans', confirming the European future of the region as a geostrategic investment in a stable, strong and united Europe based on common values. It spells out the priorities and areas of joint reinforced cooperation, addressing the specific challenges the Western Balkans face, in particular the need for fundamental reforms and good neighbourly relations. A credible enlargement perspective requires sustained efforts and irreversible reforms. Progress along the European path is an objective and merit-based process which depends on the concrete results achieved by each individual country.

Les stratégies nationales d’intégration des Roms adoptées par ces derniers doivent être revues à la lumière de ces objectifs et refléter l’approche globale requise par le Cadre de l’UE, comme l’énonce clairement la communication de la Commission intitulée «Stratégie d’élargissement et principaux défis 2011-2012»[25].
The National Roma Integration Strategies of these countries need to be reviewed in line with these goals and reflect the comprehensive approach required by the EU Framework. This is clearly highlighted in the Commission Enlargement Strategy and Main Challenges 2011-2012[25].
